Major Duties and Responsibilities

Review contract solicitation packages, conduct constructability reviews, and provide subject matter expertise on construction proposals for WMATA consideration;

Coordinate the work with all contractors and ensure all program deliverables conform with the technical specifications and respective contract provisions;

Ensure timely processing of submittals, Requests for Information (RFI), potential change orders (PCO), transmittals and change orders;

Resolve any contractual issues in a timely manner and ensure that all aspects of the program remain on schedule and within budget;

Provide technical and cost analysis support and review all requests for changes submitted by the construction contractor and then make recommendations for acceptance to the Task Manager;

Manage the activities associated with the changes to the construction contractors’ work (request for change, change notices, change orders, contract modifications, etc.);

Review and recommend approval of contractor pay applications;

Assist the Task Manager with closeout of the construction contracts;

Coordinate with the Task Manager to develop a Lessons Learned Report;

Provide Task Manager with a weekly status report;
-
Assist Task Manager and QC Manager with technical aspects of safety certification requirements;
-
Lead Coordination, requests, prepare scope of works and all other efforts associated with RSAs (Revenue Service Adjustment), Track Access, Switch Order, Crew Support Personnel (CSP);

Review contractor’s schedule and develop daily & weekly work planner;

Develop weekend work planner for Project Delivery department;

Support identification of existing conditions and help to develop existing condition library (as-builts, photos, videos, reports) to minimize Differing Site Condition change orders;

Assist the Task Manager on on-going review of and reporting on the critical program factors, impact to operations and customers, constructability constraints (including updates), plan budget, and work breakdown structures;

Develop the project control reports and deliverables for stakeholders and coordinate for monthly stakeholder meetings;

Communication and outreach support services in collaboration with Customer Service,
-
Communication and Marketing (CSCM) office; and
-
Perform other program related technical reviews and support as assigned by the Task Manager.
Background and Experience Required
-
A minimum of a bachelor’s degree in engineering, project management, construction management, business, or related field;
-
A minimum of ten (10) years demonstrable experience managing large projects ($10M or greater) that include mechanical, structural, or electrical infrastructure;

Proven ability to manage complex budgets and schedules; and
-
A PMP, CAPM, or CSCM and/or Certified Construction Manager (CCM) certification
-
PE license is preferred but WMATA will consider experience and other applicable certifications.
Salary Range:
$115,000 to $128,000 YR
