Construction HSE engineer

We are seeking an experienced HSE Engineer to oversee and implement Health, Safety, and Environmental (HSE) practices on-site for building construction projects in the UAE. The ideal candidate will ensure compliance with UAE Federal Law, local regulations (including OSHAD, DM, and Trakhees), and international HSE standards (ISO 45001, ISO 14001).

Key Responsibilities:

• Develop and implement site-specific HSE plans, procedures, and risk assessments.
• Monitor site operations to ensure compliance with safety regulations and best practices.
• Conduct daily site inspections and safety audits; identify hazards and ensure corrective actions.
• Deliver HSE induction and toolbox talks for workers, subcontractors, and staff.
• Ensure proper use of PPE and enforce compliance.
• Maintain documentation including incident reports, inspection checklists, and permits.
• Investigate incidents/accidents and recommend preventive measures.
• Liaise with local authorities (DM, EHS, OSHAD, Trakhees) for approvals, inspections, and reporting.
• Conduct Emergency Preparedness drills (fire, evacuation, etc.) as per project requirements.
• Ensure environmental controls such as waste management, noise, and dust suppression are in place.
• Support ISO audits and HSE compliance reporting.

Qualifications:

• Bachelor’s degree in Engineering, Environmental Science, or equivalent.
• NEBOSH IGC certification is mandatory.
• UAE-approved Safety Officer/HSE Engineer registration is an advantage (e.g., Trakhees, DM card).
• Minimum 5 years of HSE experience in building construction projects in the UAE or GCC.
• Familiarity with UAE HSE legislation and codes (OSHAD, Dubai Municipality, etc.).

Skills Required:

• Strong understanding of construction safety practices and legal compliance.
• Excellent communication skills (English; Arabic is a plus).
• Proficient in preparing HSE documentation and reports.
• Ability to lead safety meetings and train diverse workforce.
• Proactive mindset with strong problem-solving skills.

Preferred:

• Certification in ISO 45001 / ISO 14001 auditing.
• First Aid, Fire Safety, or Scaffolding Inspector certification.
• Experience with digital HSE management platforms.

Working Conditions:

• Site-based role with frequent physical presence on construction sites.
• May require travel between project locations within UAE.
• Working hours may include weekends or extended hours depending on project needs
