CONSTRUCTION INSPECTOR - LEAVENWORTH NATIONAL CEMETERY

Seeking a motivated and experienced Construction Inspector with construction program technical education and experience to join us in a VA National Cemetery Construction Project. Candidates will report to a Program Manager as well as collaborate and assist VA client staff to provide data, and generate reports, as a representative for the client on a cemetery construction project. The National Cemeteries are considered a National Shrine and a National Monument and require the care and honor due our military veterans.

Responsibilities:

  • Inspect the work of the Contractor to determine that the work is being accomplished in accordance with the contract documents. Inspection means the visual observation of materials, equipment, and construction work.
  • Monitor the work of the Contractor to determine that the work is proceeding in accordance with the construction contract documents and approved schedule. Document any changes to the work for the observed time period. Notify the COR of milestone inspections.
  • Prepare a list of discrepancies, as needed. Work with the AE designer to recommend corrective actions to the COR and CO. Monitor the performance of all required corrective work accomplished by the Contractor.
  • Monitor the Contractor’s compliance with Federal requirements relating to labor, safety, and pollution to the environment.
  • Verify that the Contractor has obtained and maintains all necessary permits.
  • Review the Contractor’s testing procedures, witness/monitor all required field tests and sampling for laboratory testing, obtain records, and evaluate testing data collected by the Contractor.
  • Maintain accurate records of facts, materials, labor, and equipment associated with claims, disputes, or damage. Alert the COR and CO to potential claims, disputes, or damages at the point when observations show the potential exists or at the time of identification. Review claims or disputes in conjunction with the AE designer and submit recommendations to the COR. Validate the Contractor’s claims based on recorded observations.
  • Recommend to the COR changes to the Construction contract whenever changes appear necessary.
  • Work with AE designer and COR to prepare technical documents and estimates for Construction change orders.
  • Provide independent recommendations for time extensions to the construction contract in consultation with the COR.
  • Provide office-engineering support, attending to items requiring major redesigns upon consultation with the COR.
  • Review monthly Contractor invoices to ascertain if the invoice accurately accounts for the dollar amount of work completed based on the Contractor-submitted schedule of values and actual work completed in the field in consultation with the COR.
  • Coordinate and witness the start-up of equipment.
  • Review the services of equipment manufacturer’s field representatives in terms of meeting specified training and explanation of equipment as required by specifications in consultation with the COR.
  • Prepare preliminary final punch list prior to final inspection.
  • Conduct the final inspections with the designated government agent and the Contractor.
  • Coordinate the submittal and turnover of keys, spare parts, special tools, manuals, certificates, guarantees, warranties, affidavits, releases, waivers, certificates, record drawings (as-built), and other construction records. Secure and transmit them to the VA after checking for completeness and proper identification.

Required Qualifications:

  • Licensing: None Required
  • Education: Bachelor’s Degree in Construction Management, Engineering, or Architecture from an accredited University OR 10 years of related experience.
  • Experience: A minimum of 5 years of field construction experience with site civil, civil engineering, and construction management project experience in horizontal construction. Individuals shall have experience with utilities, drainage, earthwork, site work, irrigation, contract documents, submittals, RFIs, and considerable overlap with other construction trades, i.e. architectural, mechanical, electrical, plumbing, irrigation, landscaping, and hardscaping.

Preferred Qualifications

  • Experience with Federal projects and with the VA in particular.
  • Experience/Licensing in the geographic area and experience on projects with budgets of ~ $20 million
  • Certifications: OSHA 30 hour, CQM, PMP
