CONSTRUCTION INSPECTOR I

$27.98/hr - $40.57/hr
$58,198.40 - $84,385.60 annually

Coordinates with developers and contractors to meet City construction specifications and requirements.

CONSTRUCTION INSPECTOR II

$30.85/hr - $44.73/hr
$64,168.00 - $93,038.40 annually

Responsible for inspecting work quality and materials used in City public works projects as well as coordinating contractors’ activities with City’s consultant testing labs, and schedules of surrounding businesses and property owners. Responsible for inspecting work quality and materials used in private development projects relative to public improvements as well as coordinating contractors’ activities with developer’s consultant testing labs, and schedules of surrounding businesses and property owners.

Essential Functions

CONSTRUCTION INSPECTOR I

  • Reviews pre-construction plans and documentation submitted by developers, builders, utility and street contractors, etc., ensuring street, drainage, water and wastewater construction materials and techniques meet or exceed City construction requirements, codes and ordinances. The incumbent has authority to insist on materials and workmanship that conforms to City specs and standards during review and throughout project construction.

  • Visits and inspects various construction projects to ensure construction is consistent with reported plans as previously reviewed and in compliance with applicable standards and specifications.

  • Leads, oversees and participates in inspecting work quality and material used in a variety of public works projects including the construction, repair, maintenance or alteration of streets, sidewalks, drainage facilities including bridge structures, storm drainage pipe systems and open channel systems, water and wastewater facilities and related structures.

  • Records activities on daily log for project documentation.

  • Reviews and approves monthly pay applications submitted by contractor for processing through the department’s chain of command and submittal to Finance for payment.

  • Keeps photo records of various project stages. Advises department managers of problems or project conditions. Participates in final inspection.

  • Ensures that contractors, developers, etc. comply with City building codes, ordinances and requirements.

  • Ensures contractor has installed and maintains proper traffic control throughout the job site.

  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

  • Regular and timely attendance are required for this position.

  • Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

CONSTRUCTION INSPECTOR II

  • Leads, oversees and participates in inspecting work quality and material used in a variety of public works projects including the construction, repair, maintenance or alteration of streets, sidewalks, drainage facilities including bridge structures, storm drainage pipe systems and open channel systems, water and wastewater facilities and related structures; ensures compliance with approved construction plans, building and construction standards, codes, ordinances and regulations.
  • Verifies the work of contractors for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
  • Reviews proposed change orders to City contracts for scope of work and appropriate pricing; evaluates and makes recommendations on proposed changes; participates in negotiating and preparing change orders.
  • Oversees or participates in the examination and analysis of construction materials; initiates and/or accepts minor deviations from contract standards and specifications.
  • Observes work during progress and upon completion for conformance to plans and specifications; initiates and/or accepts minor deviations to standards and specifications.
  • Reviews and approves monthly pay applications submitted by contractor for processing through the department’s chain of command and submittal to Finance for payment.
  • Performs preliminary and final inspections; determines acceptability of construction work and signs off on project completion; oversees construction project closeout activities.
  • Reviews construction plans for constructability.
  • Meets with design professionals or contractors to interpret design intent and modifications to plans and specifications; provides technical guidance and interpretation; ensures compliance with city and industry standards, procedures and regulations.
  • Prepares various inspection reports as required; maintains files and reports regarding inspection and plan check activities and findings.
  • Coordinates contractor’s construction schedule with City testing lab to ensure proper and prompt material testing.
  • Ensures the contractor has installed and maintains proper traffic control throughout the job site.
  • Ensures the contractor pursues the Storm Water Pollution Prevention Plan (SWPPP) of record for the project.
  • Makes recommendation to management regarding construction and constructability related issues.
  • Ensures that contractors, developers, etc. comply with city codes, ordinances, construction standards and requirements.
  • Monitors contractor’s activities and schedules and ensure that they are coordinated with those schedules of abutting property owners and businesses to limit access impacts.
  • Monitors contractor’s SWPP plan and ensure that they are implemented and maintained.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
  • Regular and timely attendance are required for this position.
  • Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

CONSTRUCTION INSPECTOR I

SKILLS, KNOWLEDGE AND ABILITIES

  • Must have knowledge of arithmetic to compute measurements taken in the field and perform computations required by construction codes.
  • Must have working knowledge of math, surveying, construction drawings, etc. as it applies to work environment.
  • Must have knowledge of city building codes and ordinances, laws and regulations concerning building new and remodeled construction.
  • Must be able to perform a high percentage of tasks independently without supervisory assistance.
  • Must have an aptitude for brainstorming and problem solving.
  • Must be a team player who is able to work in a fast-paced environment with deadlines.
  • Ability to provide excellent customer services including a desire to help customers regardless of their circumstance.
  • Ability to effectively communicate information and ideas in writing, as well as through speech, so others will understand.
  • Ability to communicate with internal and external customers and possess excellent customer service skills.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

High school diploma or equivalent plus four years of construction related experience is required or an equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.

Must pass a credit check, Federal/National criminal background check. Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.

Must pass a pre-employment basic physical, drug screen, functional assessment screening (Level 1), Titmus vision screening, and an Ishihara vision screening.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

High school diploma or equivalent plus ten years of progressively responsible experience in maintenance, construction inspection, construction plan preparation and field management of public works projects to include one or more of the following areas: streets, drainage, water and wastewater operations is required or an equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.

Must pass a credit check, Federal/National criminal background check. Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
