Job Purpose

Reporting into the Project Director, the site-based Construction Manager – Infrastructure will be responsible for managing all horizontal and site infrastructure works across master-planned, mixed-use, residential, and commercial developments. This includes earthworks, grading, utilities, roads, stormwater systems, and off-site improvements. The role ensures infrastructure packages are executed on time, within budget, and to the highest quality and safety standards. It requires strong technical expertise in civil and infrastructure construction, leadership ability, and extensive experience working within the real estate development environment.


Key Accountabilities

Project Planning and Execution:

Oversee the full infrastructure scope from pre-construction through delivery, ensuring timely and successful completion of all site development works. Develop detailed construction schedules, coordinate phasing and logistics, and monitor progress against milestones.

Team Leadership:

Manage and lead site teams, including civil contractors, subcontractors, and consultants. Provide clear direction on execution plans, enforce safety protocols, and ensure quality standards are met across all infrastructure disciplines.

Coordination with Stakeholders:

Work closely with project managers, civil engineers, architects, utility providers, municipalities, and other stakeholders to ensure seamless integration between infrastructure works and vertical construction. Resolve technical issues promptly to avoid delays.

Budget and Cost Control:

Monitor and manage infrastructure budgets, control expenditures, and identify cost efficiencies. Review and approve pay applications, variations, and claims related to civil and site development works.

Risk Management and Problem Solving:

Identify potential construction and permitting risks and implement mitigation strategies. Address site conflicts, unforeseen conditions, and design discrepancies quickly to maintain timeline and quality expectations.

Quality Assurance and Compliance:

Ensure all works comply with local authority requirements, utility standards, environmental regulations, and approved construction documents. Conduct regular site inspections and ensure closeout documentation is accurate and complete.

Coordination with Authorities and Utilities:

Liaise with government agencies, inspectors, and utility companies to secure permits, schedule inspections, and complete tie-ins or off-site works required for project handover.

Commissioning and Handover:

Ensure all infrastructure components—utilities, roadways, stormwater systems, and associated works—are tested, commissioned, and fully operational prior to handover to the vertical construction or asset management teams.


Qualifications, Experiences, Core Competencies

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
  • 8–10 years of experience in infrastructure or civil construction management, preferably within a real estate villa community development.
  • Proven experience managing site development, utilities, and horizontal infrastructure from concept through completion.
  • Strong understanding of earthworks, grading, roads, drainage, stormwater management, and utility coordination.
  • Experience working with developers, main contractors, consultants, and local authorities.
  • Excellent knowledge of local construction codes, permitting processes, and municipal standards.
  • Ability to manage multiple project packages and priorities simultaneously.
  • Strong leadership, coordination, and team management skills.
  • Excellent communication, negotiation, and stakeholder management abilities.
