Job Summary
The Procurement Officer is responsible for managing the end-to-end procurement process for construction projects including Building, Infrastructure, Civil, and MEP works. The role requires strong market knowledge of UAE material rates, subcontractors, and suppliers, ensuring cost-effective purchasing while maintaining quality, compliance, and timely delivery. The Procurement Officer will work closely with the Commercial Manager to support project budgets and commercial targets.
Key Responsibilities
1. Procurement & Sourcing
- Manage the full procurement cycle: inquiry, evaluation, negotiation, and award.
- Source and prequalify subcontractors and suppliers across civil, MEP, building, and infrastructure works.
- Prepare RFQs, analyze quotations, and conduct detailed comparisons.
- Negotiate best market rates aligned with project budgets.
- Issue purchase orders in coordination with the Commercial Manager.
2. Market Knowledge & Cost Control
- Maintain updated knowledge of UAE market material and subcontractor rates.
- Develop and maintain a reliable database of subcontractors and suppliers.
- Monitor price trends of key materials (steel, concrete, MEP materials, finishing materials, etc.).
- Identify cost-saving opportunities without compromising quality or specifications.
3. Coordination & Project Support
- Coordinate with Project Managers, Engineers, QS team, and Planning team.
- Ensure procurement schedules align with project timelines.
- Monitor delivery schedules and resolve supply-related delays.
- Ensure all materials comply with project specifications and consultant requirements.
4. Contractual & Commercial Compliance
- Ensure procurement activities comply with contract terms and company policies.
- Review subcontractor terms and conditions before award.
- Maintain proper documentation and procurement records for audit purposes.
5. Vendor Management
- Develop long-term relationships with key subcontractors and suppliers.
- Conduct performance evaluation of vendors.
- Resolve disputes related to quality, delivery, or commercial terms.
Qualifications
- Bachelor’s Degree in Civil Engineering (Mandatory).
- Additional certifications in Procurement or Supply Chain Management are an advantage.
Experience Requirements
- 7–10 years of experience in procurement within a contracting company in the UAE.
- Strong contractor background (Main Contractor experience preferred).
- Proven experience in:
- Building projects
- Infrastructure projects
- Civil works
- MEP works
- Well-established knowledge of UAE subcontractors and supplier networks.
Technical Skills
- Strong knowledge of UAE material rates and market conditions.
- Excellent negotiation and vendor management skills.
- Ability to perform detailed commercial comparisons and cost analysis.
- Proficient in MS Office (Excel mandatory).
- Experience with ERP/Procurement systems preferred.

Pay: AED7,000.00 - AED8,000.00 per month
