Seeking a
Construction Manager (CM)
to support the Department of Veterans Affairs’
Electronic Health Record Modernization (EHRM)
infrastructure upgrade program at the Philadelphia VAMC. This is a full-time, onsite role providing professional construction management, quality assurance, and technical oversight for major healthcare facility renovation and infrastructure projects.
Responsibilities

Perform
daily field inspections
of construction activities, documenting work performed, deficiencies, safety compliance, and progress toward schedule milestones.

Support the VA Resident Engineer (RE) and COR with
construction administration
, including change order documentation, submittal reviews, RFIs, and cost evaluation.

Monitor
project financial data
, including budget tracking, pay application verification, and forecasting.

Review
project schedules
, track progress, identify slippages, and recommend corrective actions.

Conduct and document
weekly and bi-weekly progress meetings
with contractors and stakeholders.

Support
quality assurance
efforts, ensuring adherence to specifications, VA design standards, and construction contract requirements.

Assist with
testing and inspection coordination
, commissioning activities, and verification of work completion.

Maintain accurate project records, daily logs, issue tracking, and close-out documentation in VA systems (e.g., TRIRIGA, PlanGrid or equivalent).

Prepare
weekly and monthly reports
, inspection summaries, and project tracking updates for the COR and RE.

Participate in
design reviews
, value engineering discussions, feasibility assessments, and constructability evaluations.

Ensure contractor compliance with
OSHA
, Joint Commission, and VA safety requirements.
Requirements

Minimum 3 years of field construction experience
performing construction management, inspection, or construction administration duties.

Mechanical/Electrical experience preferred.

Experience with
healthcare, federal, or complex facilities construction
strongly preferred.

Ability to review and interpret
drawings, specifications, submittals, schedules, and cost data
.

Proficiency with construction management tools/software (e.g., scheduling software like
P6
, TRIRIGA, PlanGrid/Bluebeam, SharePoint).

Strong written and verbal communication skills; ability to prepare clear daily reports and technical documentation.

Knowledge of building codes, construction methods, and quality assurance principles.

Must be a
U.S. Citizen
and able to obtain a VA
PIV badge
and pass a
NACI background check
.
