Responsibilities

The consultant will:

  • Design and implement the cost-effectiveness analysis framework for the SNIP evaluation study;
  • Conduct activity-based costing to estimate financial and economic costs of programme delivery;
  • Analyse key cost drivers including personnel, supplies, training, logistics, and community mobilization;
  • Estimate cost-effectiveness indicators, including; cost per additional fully immunised child; cost per child reached with nutrition services;
  • Cost per Disability-Adjusted Life Year (DALY) averted; support the analysis of programme effectiveness using available data from baseline, midline, and endline surveys;
  • Assess the incremental costs and efficiencies of delivering integrated nutrition and immunisation services compared with standalone programmes;
  • Contribute to the interpretation of findings and development of policy-relevant recommendations for scaling integrated service delivery models;
  • Prepare technical outputs, including analytical reports, policy briefs, and dissemination materials;
  • Bear full responsibility for all costs associated with the execution of the assignment, including but not limited to travel, accommodation, field visits, data collection, recruitment/hiring of support staff or enumerators, logistics, and any other operational expenses required for the successful completion of the consultancy.


Requirements

  • Advanced degree in health economics, public health, economics, or a related field;
  • Demonstrated experience conducting costing studies and cost-effectiveness analyses in health programmes;
  • Strong quantitative and analytical skills with experience analysing programme and financial data;
  • Experience working in immunisation, nutrition, or maternal and child health programmes, preferably in low- and middle-income countries;
  • Proven experience producing technical reports and policy-oriented outputs.
