CONSULTANT (IMMUNIZATION DATA PACK)

Purpose of the Consultancy

The primary objective of this consultancy is to provide technical support[SJ1] to Provincial Headquarter EPI Balochistan in developing comprehensive and user-friendly immunization data pack to support EPI managers and decision makers for evidence-based decision-making. This data pack will also enhance the capacity of EPI managers in data usage and visualization.

Background
The Expanded Program on Immunization (EPI) in Balochistan is in operation since 1978 and provides lifesaving vaccines to children and women. Immunization program in Balochistan faces different challenges in all program components specially related to data and monitoring systems. These include data quality issues, deficient data visualization, limited data utilization for decision-making, and weak capacity in data analysis and reporting. These challenges impede effective planning, resource allocation, and performance monitoring of routine immunization activities.
To address this weakness, EPI Balochistan has prioritized strengthening the immunization data systems during Joint Appraisal and has requested WHO to hire a consultant for development & refinement of EPI data pack. The immunization data pack will serve as a standardized tool for compiling, analysing, and visualizing key immunization indicators at provincial, district, and sub-district levels. It will also support the development of evidence-based strategies and interventions to improve immunization performance. The consultant’s contribution will enhance the capacity of the EPI team in Balochistan to manage and use immunization data more effectively.
Planned timelines (subject to confirmation)
Start date: To start as soon as possible End date: 06 months duration
Work to be performed
Output 1: Conduct comprehensive review of current immunization data reporting process and data flow.
Deliverable 1.1: Prepare an inception report with detailed methodology and workplan.
Deliverable 1.2: Conduct desk and field reviews of the current immunization data, reporting & feedback systems at all levels, and prepare and submit a report.
Deliverable 1.4: Coordinate with stakeholders to identify key EPI indicators for all reporting levels and prepare and submit requirement report.
Output 2: Prepare EPI data pack
Deliverable 2.1: Prepare data packs for provincial and district level EPI data ensuring compatibility with data collection forms and apps like MIS, NEIR etc-
Deliverable 2.2: Prepare monthly EPI bulletins with pre-defined indicators.
Deliverable 2.3: Conduct regular analysis & triangulation of MIS, NEIR, supervisory app and surveillance data and present to EPI management.
Output 3: Support capacity building of EPI staff on the development and use of data packs
Deliverable 3.1: Support provincial EPI and WHO teams during data related trainings of EPI staff.
Output 4: Prepare and submit reports.
Deliverable 4.1: Submit required progress reports, including final consultancy report, in a timely manner.
Technical Supervision
The selected Consultant will work on the supervision of:
Responsible Officer: Head of Sub Office, Balochistan
Manager: Dr Xia Wei, Medical Officer (EPI)
Specific requirements
Qualifications required:
First university degree in computer science, Health Informatics, Statistics or related field is essential. Master’s degree in public health or epidemiology or related field is desirable.
Experience required:
Up to 5-years of relevant experience in health data analysis, health information systems, and/or public health monitoring and evaluation.
Desirable: Work experience with immunization programs.
Skills / Technical skills and knowledge:
  • Proficiency in important data management tools
  • Experience working with governments, international organizations, and stakeholders.
  • Excellent analytical, writing, and communication skills.
  • Good interpersonal skills, teamwork, time management and coaching of others.
Language requirements:
Expert knowledge of English and local language (Urdu).
Place of assignment
Quetta, Balochistan
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
The Consultant is expected to travel according to the itinerary and schedule provided by WHO

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
