Purpose of the Consultancy
To provide technical input and expertise in the “Thematic Desk Review” of National and Provincial Malaria Control Programmes as per WHO guidelines using predesigned check lists and validation of data and information during field review by international experts.
Background
Pakistan is one of the 20 highest malaria endemic countries in the world. It is estimated that around 98% of the country’s population live in areas with risk of malaria, 29.4% living in highest endemic districts mainly located in the bordering regions with Iran and Afghanistan. It has been estimated that around 1 million cases occur in Pakistan each year. However, less than half of the estimated burden is reported as confirmed cases annually.
Global Fund has been providing continuous funding support for malaria control interventions in selected high endemic districts since 2004. Interventions such as strengthening early diagnosis, provision of effective treatment, promotion and use of LLINs and strengthening programme capacities in case management, disease surveillance and programme monitoring are being implemented in the last 3 years. In the remaining districts provincial governments provide diagnostic and treatment services through regular government funding from domestic sources.
At the conclusion of each three-year programme cycle, the World Health Organization (WHO), as the lead technical partner, is formally requested to conduct a Malaria Programme Review (MPR) in collaboration with national and international stakeholders. The current review aims to assess the effectiveness and coverage of implemented interventions, challenges faced, lessons learned, to provide evidence-based recommendations for guiding future response for achieving 2035 malaria elimination goal in Pakistan and to inform future strategic planning.
The MPR will be conducted by a mixture of methods, including both desk and field reviews. Desk review involves the collection and analysis of programme data, reports, documents, review of published literature, policy guidelines review, collection of information using specially designed check lists on various thematic areas, including:
- Vector control and control of outbreaks.
- Surveillance and Monitoring and Evaluation.
- Organizational Management
In each thematic areas, the analysis will focus:
- Progress and disparities.
- Causal analysis: what factors explains the level and trends in malaria burden.
- Underlying structural, social, political drivers of disease.
- Methodology of Study- with focus on theme specific components.
- Summary of recommendations by thematic area.

Work to be performed
By the end of the consultancy, he/she should deliver the following outputs:
Output 1:
Draft the final report on provincial thematic desk review. Final Report will have 1-2 pages Executive Summary, graphic presentations and tabulations, encompassing all thematic areas with analysis, interpretation of results, and recommendations.
Deliverable 1.1:
Conduct literature and programme documents review, including the previous review reports, various mission and situation analysis reports, programme policy and system documents, programme PC1s (financial allocations, releases), strategic plans.
Deliverable 1.2:
Provide technical support in provincial level consultations, and focus group discussions with relevant stakeholders, policy makers, partners and experts and preparation of consultation report.
Deliverable 1.3:
Conduct provincial level face to face interviews with experts and responsible officials within and outside health sector using predesigned structured interview questions and check lists.
Deliverable 1.4:
Compile, collate and analyse all available information from literature review, consultations, and focus group discussions on various thematic areas and making inferences with graphic presentations.
Deliverable 1.5:
Provide technical support to the international consultants in the “Field Review” to finalize the MPR Report and act as member of the Field Review Team.
Technical Supervision
The selected Consultant will work in the supervision of:
Responsible Officer: Technical Officer (Malaria, Vector-Born and NTD)
Manager: Public Health Specialist (Disease Control)
Specific requirements
Qualifications required:
Essential: University degree in Medicine or Public Health with Vector Borne Diseases specialty, epidemiology,
Desirable: Postgraduate qualification (PhD, MPH, M.Phil. MSc or equivalent) in specialised fields of parasitology, programme management, vector biology and control, community medicine, epidemiology.
Experience required:
Minimum 5 years’ experience of working in Health, and Vector Borne Diseases Control, field epidemiology, Health Systems strengthening
Skills / Technical skills and knowledge:
- Excellent working knowledge on public health issues particularly in the field of malaria and other VBDs.
- Strong understanding of evaluation principles and practices.
- Excellent record of successful implementation programme/project assessment/review.
- Strong ability to lead the team and facilitate technical meetings.
- Experience in management and assessment of Global Fund and other donor funded project implementation, review, assessments and monitoring will be an asset.
- Experience of working with international organizations will be an asset.
Language requirements:
Expert in reading, writing and speaking English and Urdu.
Place of assignment
The consultant will stay in the respective provincial programmes (Lahore, Karachi, Quetta, Peshawar, Islamabad)
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
Medical Fitness Certificate provided confirming the fitness.
Travel
The Consultant is expected to travel according to the itinerary and estimated schedule below:
Travel dates: from 05/02/2026 to 10/02/2026
Location: Assigned districts
Purpose: Field review on behalf of international consultant
Travel dates: from 30/03/2026 to 31/03/2026
Location: Islamabad
Purpose: Participation in national consultative meeting of MPR
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
