This position will advertise, award and execute contracts for maintenance and construction contracts.

Annual Salary Range:
$52,537.72 - $67,989.99

A Competitive Area Differential (CAD) additive in the amount of $1248.00 is added to the annual salary.

Your Specific Responsibilities:

Process complex procurements such as Performance Based, Emergency, Fixed Capital Outlay, and Fast response contracts in accordance with statue and procedure with minimal supervision. Schedule lettings, assemble bid packages, monitor, and track plan and proposal holder information. Create and post legal advertisements and bid solicitation notices in an appropriate, accurate, and timely manner; create accurate bid letting proposal packages; verify project packages are in compliance with advertisement and letting requirements; process addenda in an appropriate, accurate, and timely manner; secure proper funding approval. Review bids for completeness and responsiveness; assist with bid openings, evaluate contractor bids and proposals for responsiveness, secure proper funding approval, post intended awards and coordinate award and execution of contracts in accordance with statue and procedure. Maintain complete and accurate file. Schedule, attend and conduct necessary meetings related to contract procurement, ensure the posting of all necessary information in an accurate and timely manner. This position manages and/or approves contracts in excess of $35,000 per single transaction. This position has financial disclosure responsibility in accordance with Section 112.3145, Florida Statutes.

Oversee and coordinate tracking and reporting of procurement actions needed to achieve scheduled and unscheduled Design-Build commitments within required deadlines. Ensure that the review and approval of procurement-related information by Central Office, such as planned advertisements, formal advertisements, request for proposals (RFPs), addenda, Technical Review Committee (TRC) makeup, etc., occurs prior to its release. Ensure that Memo funds approval is obtained prior to Design Build formal advertisement. Oversee the coordination of Design-Build procurement related meetings, such as pre-proposal, Alternative Technical Concepts (ATC), Technical Advisor Presentation, Page Turn, Question and Answer Session, Selection Committee, etc., as required. Review and confirm the responsiveness of Design Build Firms' submittals as it pertains to Expanded Letter of Interest (ELOI), Technical Proposals, and Price Proposals.

Enter and maintain all required computer system information in a timely and accurate manner; create files and run necessary reports utilizing various required computer systems; trouble shoot issues regarding computer systems and/or computer system information and coordinate the resolution. Provide oversight and quality control of the District Contracts Administration Website. Review and respond to website error and compliance reports. Verify that corrections have been made and reports to the District Contracts Administrator regarding website issues and resolutions. Coordinate resolution of issues related to computer systems and/or computer system information.

Keep abreast of changes in laws, rules, policies, processes, procedures, and computer systems and participate in their review process when available; actively participate in task teams to review and update procedures, process, documents, and activities for the purpose of improving the efficiency of the unit as necessary under the guidance of the supervisor. Perform Quality Assurance/Quality Control review of contract documents as necessary.

Provide assistance to the public and other District personnel in the area of Contract Procurement. Participate and provide administrative and outreach support services that result in utilization of qualified Small Business Enterprise firms.

Distribute proper information to the Technical Review Committee and Contract Award Committee. Reports unique or problematic questions and issues to immediate supervisor.


The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:
  • Procurement rules, procedures, statutes, and guidelines related to contracting.
  • And ability to communicate effectively both verbally and in writing.
  • Word processing, spreadsheet, and database personal computer applications.

Skills in:
  • The various procurement methods, contract types, and contract requirements.
  • Reviewing documents for compliance, accuracy and completeness.
  • Conflict and problem resolution.

Ability to:
  • Establish and maintain effective working relationships
  • Exercise independent judgement, complete assignments and meet deadlines with minimal supervision.
  • Research and analyze data.
  • Work effectively as a team member.

Minimum Qualifications:
  • Five (5) years of business experience.
  • An associate’s degree from an accredited college or university may substitute for two (2) years of the required experience.
  • A bachelor’s degree from an accredited college or university may substitute for four (4) years of the required experience.
  • Certification as a Florida Certified Contract Manager (FCCM) can substitute for two (2) years of the required experience.
