NATURE OF WORK

The Bilingual Communications Specialist supports the City's marketing, communication, and customer service strategies to increase public awareness of the City’s programs and services. The Specialist will support development of communications across the City’s digital, social media, and print communication methods. Additional duties include graphic design, communication with members of the media, and community engagement.

This position will support Spanish-language translations of City communications to ensure accurate messaging is provided for the City’s Spanish-speaking community. Spanish-language fluency in speaking and writing is required.

Employees in this department have frequent contact with the public and answer a variety of questions requiring knowledge of City news, events and information. The ideal candidate will be a positive, team-oriented individual who can develop, produce, edit, and modify digital content and electronic communications quickly and accurately; who has excellent writing, editing, and proofreading skills; and who can manage multiple assignments simultaneously and be comfortable collaborating and taking feedback. Candidates must be willing to attend City events which may be held in the evenings or weekends.

This is a contract position offered at 32 hours per week (not benefits eligible). The term of the position is through June 30, 2026, with possibility for extension or expansion into a full-time position after that time. The Specialist reports to the City’s Communications Manager/Public Information Officer.

EXAMPLE OF DUTIES

  • Provides direct support to the Communications Department by communicating the City's message to the public and media through various communication channels
  • Social media content development, including the creation and scheduling posts across multiple platforms, monitoring comments, and tracking analytics
  • Spanish-language translation for digital and print communications
  • Creation of graphic materials for City programs and events, including social media, flyers, and public signs
  • Responds to customer service inquiries through email and social media
  • Helps coordinate internal communications for City of Hyattsville staff members
  • Drafts, updates, and edits web content on Hyattsville.org
  • Supports the drafting and publishing of City print and digital newsletters
  • Assists with logistics and informational materials for press events; ribbon cuttings, groundbreakings, and other media events
  • Attends city events to communicate during the event through social media channels and other methods
  • Participates in annual communications planning and regular tracking of communications goals
  • Other administrative tasks as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Outstanding verbal and written communications skills with fluency in both English and Spanish required
  • Experience managing an organizational social media account, including oversight of social media analytics and scheduling tools (e.g., Meta Business Suite, X Analytics, Hootsuite)
  • Understanding of best practices for social media marketing, writing for public audiences, and communications accessibility
  • Proficient with graphic designing software such as Canva and Adobe InDesign
  • Competent with Microsoft Office programs, Adobe Products, and basic internet applications
  • Ability to manage multiple tasks simultaneously, prioritize work, solve problems, and meet deadlines
  • Desire to learn about and/or previous work experience in local government (or similar public sector organization)
  • Creative, collaborative, and flexible with an eye for detail

WORK SCHEDULE

This position is authorized for 32 hours per week. Work hours are typically scheduled between the business hours of 8:30 a.m. to 5 p.m., however the position will occasionally require in-person attendance at City events which may occur on evenings and weekends. A hybrid work schedule can be arranged.

MINIMUM QUALIFICATIONS

Education and Experience: Undergraduate or associate degree in communications, marketing, journalism, public relations, or a related field is preferred. Graduate students or Undergraduate students who have completed at least two (2) years at an accredited college or university will also be considered. An equivalent combination of education and experience may be considered in lieu of a degree, or any acceptable equivalent combination of education, experience, and training that meets the required knowledge, skills, and abilities outlined here.

Knowledge and experience with communications, social media, and graphic design are highly desired. Spanish-language fluency is required; applicants accepted for interviews will be asked to provide a bilingual writing sample to demonstrate writing skills.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work requires walking, standing, bending, carrying items under 20 pounds, such as books, files, papers, etc.
