Project Overview:

Spanning over 14 million square meters of land, the New Murabba development is planned as a premier modern downtown destination in Riyadh. It is envisioned to deliver an exceptional blend of leisure, retail, entertainment and residential experiences, while supporting the Royal Commission for Riyadh City’s goal of establishing Riyadh among the world’s top ten cities. The project aligns with key priorities such as economic growth fostering advancements in technology, innovation and creativity.

Bechtel’s role at the New Murabba development is Early Works, Infrastructure and Public Realm. The Early Works involves the initial set up on the project, from fencing, offices to logistics and construction indirect. The infrastructure work covers earthworks, expressways, roads, metro, power, water, sewage, district cooling, irrigation, automated waste collection, telecommunications and all other utilities required for the city to function smoothly. As for the expansive areas of Public Realm, it’s inclusive of all the landscaping, hardscaping, water features, lighting and public art.

Job Summary:

Bechtel are providing Project Management Consultancy Services on the New Murabba Project in Riyadh, the home of the Mukaab.

The advertised role is for an exciting position on a fast paced and challenging project, working in multi-disciplinary teams on Riyadh’s ambitious vision for a new, modern downtown. Powered by technology of the future and inspired by Saudi Arabia’s rich traditions and culture, this mega project is one of the world’s leading and most ambitious construction projects.

The successful candidate will collaborate with experts in their field, coordinating the procurement of highly complex tender packages and/or supervising the procurement of simple / moderately complex tender packages. Lead on all activities associated with formation, tendering, award and administration of assigned contract packages and perform the same. Activities include delivery of critical items required from initial project set-up, implementing coordinated procedures and controls, with accountability for work product to project milestones. Significant proactive engagement required with the project management team, other departments, customers and stakeholders to enable successful alignment on systems, processes, procedures and the critical activities for project success. Performs other duties as assigned.

Major Responsibilities:

• Day-to-day pre-award procurement activities include.
• Providing detailed feedback on impacts of implementation of execution, packaging strategies as well as contract pricing structures and procurement routes.
• Prequalification (or management of)
• Drafting of tender plans (Procurement Strategies) and other governance documents including evaluation criteria for approval by the Client.
• Preparing, maintaining, and managing reports, registers, presentations, and correspondence.
• Coordination of the activities of Bechtel, the Client and the Client’s Consultants and Contractors
• Organisation of tenderer meetings/workshops, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client, and contractor on all contractual matters.
• Review of Contract Terms and Conditions, collaborating closely with the Client’s advisors
• Developing Request for Proposal (RFP) documents utilizing project templates
• Issue of Tenders and management of the Tender process utilizing project templates, tracking and closing queries, receiving and evaluating proposals.
• Evaluation of submitted tenders, negotiations with client and tenderers and drafting of recommendation to award documents in line with established procedures and customer’s delegated authorities’ matrix utilizing project templates.
• Final conforming and award of associated contracts utilizing project templates.

Post Award

• Review of Contract terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from the scope of work.
• Development and implementation of appropriate mechanisms to monitor compliance with contract terms and conditions.
• Resolution of Contract claims as they develop, including engagement of legal department where necessary.
• Obtaining and/or managing the receipt of all contract deliverables for handover and close-out of contracts.
• The control of status reporting documents.
• The preparation and maintenance of reports, registers, presentations, and correspondence.

Education and Experience Requirements:

• Requires bachelor's degree in Degree in Business, Quantity Surveying, Law, Engineering or other applicable field (or international equivalent).
• 15+ years of relevant procurement work experience.
• Experience of working on infrastructure projects and/or real estate developments.
• Professional Accreditation (MRICS, MCIPS or equivalent) is preferred.

Required Knowledge and Skills:

• Experience and working knowledge in contract pricing structures, contract law, contract drafting, tendering procedures & requirements.
• Working knowledge of the FIDIC Suite of Contracts and their utilization on major construction projects.
• Experience in procurement on mega/giga projects; preference given to experience on mega/giga infrastructure projects.
• Ability to meticulously review contracts and documents for accuracy and compliance, identifying potential issues.
• Excellent verbal and written communication skills for effectively interacting with clients, contractors, and stakeholders.
• Understanding of project management principles and practices to oversee contract execution against project timelines.
• Understanding of budgeting, cost control, and financial principles related to project contracts.
• Strong organizational skills to manage multiple contracts and ensure documentation is thorough and accessible.
• Knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices.
