Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

DOC seeks to recruit a Contract Manager responsible for processing of procurements for services and/or goods, construction/construction-related services procured in an accurate and timely manner meeting the goals and objectives of DOC. The selected candidate s responsibilities will include but are not limited:

  • Reviewing procurement documents to verify accuracy of descriptions and specifications, and ensuring compliance with oversight requirements
  • Preparing encumbrances, purchase orders, and requisitions, collaborating with Central Office of Procurement to ensure compliance with Procurement Policy Board Rules and
Chapter 13 of the NYC Charter, as well as applicable oversight entities
  • Consulting with agency staff to resolve inconsistencies or discrepancies in procurement documents
  • Maintaining and updating procurement status reports and databases
  • Entering and retrieving data from automated systems, specifically PASSPort
  • Ensuring accurate and timely payments to contracted vendors
  • Reviewing and processing monthly invoices; preparing and updating billing instruments as needed
  • Coordinating with vendors and the Financial Division to resolve payment issues
  • Reviewing and approving annual budgets submitted by contracted vendors
  • Collaborating with program managers as needed
  • Monitoring vendor compliance with contract terms, policies, and procedures
  • Providing technical assistance to vendors to support contract compliance
  • Maintaining program integrity through planning, conducting, and documenting quarterly audits
  • Developing audit protocols, analyzing records, and summarizing findings in post-audit reports
  • Coordinating the Purchase Card (P-Card) process by reviewing requests for compliance with agency policies and procedures
  • Working with program staff and the Central Office of Procurement to finalize P-Card request
Perform related duties as assigned.

Minimum Qualifications


1. A four year high school diploma or its educational equivalent and five years of satisfactory full-time experience providing direct counseling, guidance, crisis-intervention or informational and referral services, to inmates of a correctional facility, substance abusers or a similar client population; or
2. Education and experience equivalent to "1" above. Thirty (30) semester credits from an accredited college will be considered equivalent to one year of the required experience. However, all candidates must have a four year high school diploma or its educational equivalent and at least two years of experience as described in "1" above.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
