We are Better Business Bureau accredited and affiliated with Midwest Sign Association, The International Sign Association, and the United States Sign Council The Contract Specialist supports our Government Bids Department in winning and administering federal, state, and local government. This role reviews solicitations, prepares compliant bids, negotiates terms, and manages contracts throughout the project lifecycle.

Key Responsibilities:
Bids & Proposals


  • Review RFPs, IFBs, and RFQs; summarize key requirements, risks, and deadlines.

  • Prepare complete bid packages, including forms, certifications, pricing, narratives, and attachments.

  • Coordinate inputs from sales, estimating, engineering, production, and installation teams.

  • Maintain registrations and profiles on government procurement portals (e.g., SAM.gov, state/local portals).


Contract Review & Negotiation


  • Analyze contract terms such as payment terms, liquidated damages, warranties, insurance, indemnity, and change orders.

  • Identify and escalate risks; coordinate redlines and exceptions with management/legal.

  • Ensure executed contracts reflect agreed scope, pricing, schedule, and commercial terms.


Contract Administration & Compliance


  • Maintain organized contract records, amendments, and change orders.

  • Track milestones, deliverables, and reporting obligations; follow up with stakeholders as needed.

  • Support compliance with FAR/DFARS (as applicable), Buy American/Buy America, prevailing wage, DBE/MBE/WBE, and other requirements.

  • Flow down key terms to subcontractors and suppliers; coordinate bonds and insurance.


Pricing & Change Management


  • Collaborate with estimating and finance to verify bid and change-order pricing and margins.

  • Prepare, submit, and track change orders and contract modifications.


Risk & Process Improvement


  • Flag contractual and commercial risks and propose mitigation strategies.

  • Contribute to templates, checklists, and SOPs for continuous process improvement.

  • Government Bids Department.




Requirements





  • Bachelor’s degree in Business, Law, Contracts/Acquisition, Supply Chain, or related field preferred

  • Equivalent experience may be considered

  • 3–5+ years of experience in contracts, government procurement, or a similar role

  • Hands-on experience with U.S. government bids and contracts (federal, state, or local)

  • Background in signage, construction, fabrication, or related industries strongly preferred


Knowledge & Skills


  • Working knowledge of RFP/IFB/RFQ processes and basic contract types (FFP, T&M, etc.)

  • Familiarity with FAR/DFARS and public procurement rules

  • Strong contract review and risk identification skills

  • Excellent attention to detail, written communication, and organizational abilities

  • Proficiency in MS Office; experience with contract or bid management tools is a plus

  • Ability to manage multiple deadlines in a fast-paced, bid-driven environment


Nice to Have


  • Experience with SAM.gov and state/local procurement portals

  • Knowledge of prevailing wage, Davis-Bacon, and public works requirements

  • Professional certification (CPCM, CFCM, CCCM, or similar) or willingness to pursue
