Position Information


This position performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, inspecting, implementing and monitoring contracts. Work requires extensive contract with Government officials, division and district personnel. This position requires strong proficiency in Microsoft Excel, including the ability to create, maintain, and manage contract-related spreadsheets for the section. The employee will be responsible for performing assignments independently and ensuring accuracy and organization in all documentation. Any unusual or complex issues should be referred to the supervisor for guidance.


Minimum Salary: 45,521.00 Maximum Salary: 71,055.00

Position Description


Performs complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials, division and district personnel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Assists with presentations at local, state and federal levels.

  • Assists with recommending policy and/or procedure changes.

  • Confers with legal staff and management on various legal matters.
  • Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and/or reports.
  • Reviews compliance of minority participation goals in consultant contracts.


  • Assists in developing plans for implementing new contract evaluation requirements.
  • Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.
  • Assists in receiving payments, preparing deposit vouchers and entering data in an automated information management system.
  • Ensures contracts are payable and meet all legal requirements.
  • Monitors and coordinates with the General Services Division.


Minimum Qualifications:

Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 2 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.


    Preferred Qualifications:

  • Strong proficiency in Microsoft Excel and Power Point.
  • Excellent written and verbal communication skills.

Competencies:

Considerable knowledge of

  • Contract writing and specifications

  • Applicable computer operating systems and relevant applications

  • Generally accepted accounting principles, procedures, and terminology

  • Contract development and oversight

  • Contract record-keeping

  • Applicable laws, rules, and regulations

Proficient skill in

  • Monitoring contracts and procedures

  • Developing, interpreting, and implementing policies, procedures, and technical information

  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external

  • Maintaining effective working relationships with others

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools

  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
