Position Information


TxDOT’s Procurement Division is looking for one Contract Specialist III with a knowledge of contract administration and management. Minimum Salary: 51,158.00 Maximum Salary: 81,351.00

Position Description


Performs highly complex contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Reviews applicable PO/BPO terms and conditions to verify renewal options and required documentation.
  • Reviews contract management system contract log for PO/BPO dates per standard operating procedures and update comments as defined in standard operating procedures.
  • Ensure vendor performance monitoring throughout the term of the PO/BPO.
  • Performs other duties as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 3 years in contract administration, administrative support, bookkeeping or accounting. (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.


Preferred Qualifications:

Must be Certified Texas Contract Developer (CTCD) and Certified Texas Procurement Manager (CTPM), or Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) dual certification OR must obtain the Certified Texas Contract Developer Certification and Certified Texas Contract Manager (CTCM) within 12 months of the date of hire.


Competencies:

  • Auditing and investigative methods, practices and procedures
  • Generally accepted accounting principles, procedures and terminology
  • Exercise logic and reasoning to define problems, establish facts and draw valid conclusions
  • Contract administration/management systems
  • Monitoring contracts and procedures


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
