Job Description:

The Nebraska Department of Health and Human Services (DHHS) is seeking a dynamic and experienced Contracts and Procurement Administrator to oversee and lead key procurement units within the agency. This role plays a vital leadership function in shaping and executing DHHS’s acquisition strategies, ensuring efficient and compliant procurement of goods and services across all programs and 24/7 facilities. This position directly impacts service delivery and fiscal accountability in support of DHHS’s mission to “Help People Live Better Lives.”


Location : This position is located at the Nebraska State Office Building located in Lincoln, Nebraska.

Job Responsibilities:

  • Provide oversight and leadership for:

    • Direct & Deviated Contracts: Supervise the drafting and development of direct contracts and those requiring deviation from standard processes.

    • Competitive Procurements: Oversee the development, bidding, and administration of formal solicitation processes (RFPs, RFIs, RFQs).

    • Contracts Administration: Responsible for resolving post-award questions, reviewing compliance, and advising divisions on contractual interpretations.

  • Serve as the final approver for the release of competitive solicitations, ensuring documentation accuracy, compliance, and strategic alignment.

  • Determine appropriate procurement methods (e.g., competitive proposal, direct contract, purchase order, etc.) to ensure effective and compliant service acquisition.

  • Make final decisions regarding approval of provider agreements and payment readiness, escalating concerns and mitigating contract risks proactively.

  • Provide consultative guidance to DHHS executive leadership, CFO, Division Directors, and legal counsel regarding procurement trends, strategy, and risk mitigation.

  • Develop and maintain policies, SOPs, and training materials for all assigned procurement areas.

  • Promote procurement planning and transparency by establishing cross-divisional stakeholder groups and driving continuous improvement in practices and communication.

  • Partner with Legal Services to interpret, revise, and implement contract terms and amendments.


Requirements/ Qualifications

Minimum Qualifications

Bachelor’s Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master’s degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications:

  • Progressive supervisory, management, and leadership experience in a procurement, contracting, or compliance setting.

  • Experience in public procurement, contract law, or regulatory compliance is strongly preferred.
