The Role
As part of the Programme Management Consultancy (PMC/PMO) team for a major port development project in Kuwait, the Contracts Engineer will be responsible for managing and overseeing all contractual, commercial, and procurement aspects, ensuring compliance with project requirements, timelines, and budgetary constraints.
Key Responsibilities
  • Review and manage contracts, subcontract agreements, and variations to ensure alignment with project scope and requirements.
  • Provide contractual and commercial advice to the project management team, including risk assessment and mitigation strategies.
  • Prepare, review, and issue claims, change orders, and payment certificates in line with contract terms.
  • Monitor contractor performance and compliance with contractual obligations.
  • Liaise with stakeholders, including clients, contractors, and consultants, to resolve contractual and commercial issues.
  • Support procurement activities, including tender evaluation, bid analysis, and contract negotiation.
  • Maintain comprehensive records of contractual correspondence, documents, and approvals for audit and reporting purposes.
Key Qualifications and Experience
  • Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline.
  • 15+ years of experience in contracts, commercial, or project management roles, preferably within port, marine, or large infrastructure projects.
  • Strong background working with PMC/PMO teams or client-representative roles.
  • Proven track record in managing complex contracts, claims, and procurement processes.
Key Knowledge and Skills
  • In-depth knowledge of FIDIC, NEC, or other standard construction contracts.
  • Strong understanding of contract administration, risk management, and project financial control.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Proficiency in contract management software and Microsoft Office applications.
