Under the general supervision of the Contracts and Grants Manager, administer and coordinate complex fiscal budgeting and operations to ensure fiscal integrity and uphold strong internal controls. Perform advanced budget and resource analyses, and assist in preparing monthly financial reports for principal investigators (PIs) and administration, using robust analytical tools. Key responsibilities include, but are not limited to, pre- and post-award grant administration. Respond to evolving financial reporting needs and provide ad hoc information for PIs, department chairs, and administration through campus financial systems. Prepare multi-year budgets and coordinate the submission of contract and grant proposals to various agencies. Additionally, provide policy interpretation, critical analyses, and administrative support for all aspects of temporary academic personnel administration. Oversee and audit departmental contract and grant funds, collaborating with departments to resolve issues. This role also includes training PIs and administrators on contract and grant responsibilities, accounting procedures, best practices, sponsor requirements, and ensuring compliance with UCR policies and regulations. Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines. Ability to independently audit departmental funds for oversight and training purposes. Forensic analysis of departmental contacts and grants and the ability to articulate and model the analysis and resolutions of problems to departmental personnel. Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Ability to manage significant volume of transactions. Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Demonstrated knowledge of effective grant funding processes, procedures and techniques. Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
