Control Room Systems Engineer – Level 1

About the Role

We are seeking an experienced Systems Engineer (Level 1) to join our Roads Maintenance Department’s Control Room team. This role focuses on maximizing technology utilization across the Roads Asset Maintenance Centre (RAMC) and distributed control rooms, ensuring world-class infrastructure support for Qatar’s road networks. You will oversee ICT/ITS systems, manage maintenance operations, and collaborate with vendors and stakeholders to enhance system performance, reduce costs, and streamline operations.

Key Responsibilities

• Provide technology advisory services and support ICT/ITS project planning, budgeting, and procurement.
• Oversee and manage RAMC ICT/ITS maintenance staff to ensure service level agreements (SLAs) are achieved.
• Ensure ICT/ITS project and support activities comply with process standards, audit, and security requirements.
• Identify opportunities to improve technology stability, reduce costs, and optimize operations.
• Promote innovation and propose improvements in control room technology usage.
• Manage IT asset lifecycles, including maintenance contracts and renewals.
• Conduct regular operational audits (“RAMC Walks”) to validate service objectives.
• Define and track daily, weekly, monthly, and quarterly operational goals.
• Review incidents and conduct service review meetings with contractors.
• Escalate and resolve infrastructure, network, site backup, recovery, and data security issues.
• Ensure adherence to RAMC incident, problem, change, and release management processes.
• Perform root cause analysis for ICT/ITS incidents and work with contractors to implement short-term and long-term fixes.

Qualifications & Experience

Essential:

• Bachelor’s or Master’s degree in Computer Science & Engineering (B.E/B.Tech or equivalent).
• 6 years’ IT experience, including at least 3 years in the Middle East within Road Transportation or a similar industry.
• ITIL V3 certification (focus on incident and service management).
• VMware Certified Professional (VCP).
• Proven experience in vendor/partner management and contract negotiation.
• Experience in ICT/ITS system maintenance contracts and control room environments.
• Experience interfacing with operations, asset protection, and information security teams.
• Strong presentation skills with experience delivering reports to senior leadership.
• Customer service experience in high-reliability, fast-paced environments.

Desirable:

• MCSE-level knowledge.
• Additional certifications in ICT/ITS systems.
