The Program Manager, Applications, leads complex, multi-entity, and multi-discipline initiatives in a large, integrated healthcare information systems environment spanning acute and ambulatory care. The role oversees the full lifecycle of programs, products, and projects—including system selection, business case development, budgeting, staffing, implementation, transition to operations, and benefit realization. Programs often involve external vendors, consultants, and internal stakeholders across UPHS/PSOM operations and IT. The Program Manager is accountable for scope, timeline, budget, risk management, and successful delivery. The position may also supervise a small team of PMO staff (1–3 direct reports).
Accountabilities
- Demonstrates knowledge and application of Program / Product/ Projects in a complex healthcare information systems environment.

Partner with business and clinical leaders to align technology solutions with operational goals.

Demonstrates knowledge of healthcare operations and systems.

Manage programs composed of multiple interdependent technology solutions and teams

Evaluates, manages the development of, and implements custom and packaged software projects.

Apply strong knowledge of healthcare operations, applications development, data structures, and system integration.

Demonstrates the ability to work with business and clinical management at the highest levels of an organization.

Demonstrates a working knowledge of applications development, database management and operating systems.

Coordinates the activities and deliverables of project team(s) from various areas of an organization.

Knowledgeable of the use of Project Management tools and methodologies (project plans, project charters, change control, TDR testing, command center planning, go live planning, etc.).

Provide clear, audience-appropriate communication to executives, clinicians, and staff.

Deliver strong quantitative and analytical insight into solution requirements, scope, and performance measures which includes ROI analysis, and benefit tracking.

Performs duties in accordance with Penn Medicine and entity values, policies, and procedures

Other duties as assigned to support the unit, department, entity, and health system organization
Minimum Requirements
Required Education and Experience
- Bachelor's Degree in Business, Healthcare or IT related discipline And 15+ years of progressive experience in a complex healthcare provider environment

Or Master's Degree And 10+ years progressive experience in a complex healthcare provider environment is required

10+ years demonstrated senior project leadership experience is preferred.

5+ years demonstrated senior project leadership experience is preferred.

10+ years demonstrated senior project leadership experience at Penn Medicine is preferred.
Licenses, Registrations, and Certifications
- PMP Project Management Professional is preferred.

Epic certifications are preferred.

Possesses demonstrable advanced communication and leadership skills and is adept at communicating to senior executives. Demonstrates strength in matching the level of status provided to the needs of the audience

Demonstrates strong quantitative and analytical skills. In particular, analytical skills related to business and functional solution requirements and scope definition for large complex programs/projects. These skills are developed over time based on years of experience.
