Corporate Support Department Director

1. Participate in the development of the Library’s strategic plan and lead the Participate in the development of the Library’s strategic plan and lead the preparation of the Corporate Support Department’s operational plan, including defining relevant Key Performance Indicators (KPIs).

2. Oversee planning processes, budgeting, reporting, and administrative service delivery, ensuring effective implementation, continuous evaluation, and operational improvement.

3. Develop and approve policies, regulations, and procedures related to Human Resources, Information Technology services, and administrative support functions, including the adoption of work methodologies, quality standards, and performance indicators.

4. Prepare the annual budget proposal for the Corporate Support Department and monitor its execution in accordance with approved frameworks.

5. Manage and supervise the organizational units under the Corporate Support Department, monitor performance levels, prepare periodic performance reports, and submit improvement recommendations to the direct manager.

6. Strengthen internal and external partnerships to ensure the delivery of corporate support services in line with best practices and service excellence standards.

7. Identify risks associated with departmental operations and develop mitigation and response plans while ensuring proper follow-up and implementation.

8. Manage direct reports by developing capability-building plans, evaluating performance, motivating employees, and strengthening workforce competencies in accordance with approved HR policies.

9. Monitor performance indicators and achievement rates on a regular basis and prepare the annual departmental report for submission to the direct supervisor.

10. Ensure the availability of human, financial, and technical resources required to efficiently execute departmental functions and activities.

11. Represent the department in committees, meetings, and official events as assigned by the direct manager.

12. Oversee the development and updating of Business Continuity and Emergency Plans to ensure operational readiness and uninterrupted delivery of critical services.

13. Contribute to the implementation of institutional governance frameworks and promote transparency, accountability, and compliance across all corporate support operations.

14. Approve and monitor Service Level Agreements (SLAs) with organizational units, measure compliance levels, and propose continuous service improvement initiatives.

15. Lead process improvement and business process re-engineering initiatives across HR, Finance, IT, and Administrative Services to enhance efficiency and improve internal customer experience.

16. 16. Oversee the documentation and continuous updating of operational manuals, templates, and procedures to ensure institutional knowledge management and sustainability.

17. Supervise the execution of strategic projects related to Corporate Support functions in accordance with approved project management methodologies.

18. Monitor the operational performance of shared services provided to organizational units, analyse performance gaps, and implement corrective actions.

19. Propose and adopt innovative initiatives, digital solutions, and modern technologies to enhance efficiency and service quality while supporting the Library’s digital transformation agenda.

20. Oversee vendor and strategic partner management, evaluate performance, and ensure contractual compliance and service quality standards.

21. Prepare periodic executive analytical reports for senior management covering performance indicators, risk levels, improvement opportunities, and decision-support recommendations.

22. Oversee the implementation of IT services and digital transformation programs while ensuring compliance with approved policies and standards.

23. Supervise the preparation of the Library’s overall budget in coordination with organizational units and ensure the accuracy and integrity of financial planning activities.

24. Oversee accounting and financial reporting activities and ensure alignment with approved financial systems and standards.

25. Supervise procurement and contract management activities across organizational units in accordance with approved regulatory frameworks.

26. Oversee warehouse and inventory management operations and ensure compliance with approved controls and procedures.

27. Supervise the delivery of IT services and technical support to organizational units in accordance with approved service standards.

28. Ensure the implementation of approved Human Resources systems and policies across all organizational units.

29. Oversee the provision of HR services to organizational units in line with approved standards and procedures.

30. Ensure compliance with approved financial systems and policies and maintain effective financial planning and control processes.

31. Ensure compliance with procurement and contract management policies and regulatory requirements.

32. Ensure prudent financial spending practices and achieve best value for money.

33. Perform any other duties assigned by the direct supervisor within the scope of the role.


Qualifications


  • Bachelor’s Degree in Business Administration, Human Resources, Finance, Information Technology, or any related field.

  • Preferably a Master’s Degree in Public Administration, Business Administration, or Strategic Management.

  • A minimum of (10) years of professional experience in Corporate Support functions or Government Administration.

  • A minimum of (5) years of leadership experience managing multidisciplinary teams.
