Job Summary

The Cost Control Engineer is responsible for monitoring, analyzing, and controlling project costs throughout the lifecycle of commercial building projects. The role ensures that project expenditures remain within budget, tracks cost variances, prepares financial reports, and supports management with accurate cost data for decision-making.

Key Responsibilities1. Cost Monitoring & Control

  • Develop, maintain, and update project cost control systems and cost reports.
  • Monitor actual costs vs. budgeted costs and identify variances.
  • Track commitments, expenditures, and forecasted final costs.
  • Verify cost coding, cost allocation, and compliance with project standards.

2. Budget Management

  • Assist in preparing project budgets, baseline cost estimates, and cash-flow projections.
  • Update budget changes based on approved variations or scope changes.
  • Coordinate with the project management team to ensure spending aligns with project targets.

3. Cost Reporting

  • Prepare weekly and monthly cost reports, dashboards, and performance summaries.
  • Provide earned value management (EVM) analysis—CPI, SPI, cost forecasts, and performance indices.
  • Present cost insights and recommendations to the Project Manager and senior management.

4. Variations & Claims

  • Review and analyze cost impacts of variations, change orders, and claims.
  • Coordinate with QS and engineering teams to validate quantities and pricing.
  • Track approved and pending variations in the cost control system.

5. Procurement & Subcontract Management

  • Coordinate with procurement to track material prices, purchase orders, and supplier invoices.
  • Monitor subcontractor payments, progress valuations, and cost commitments.
  • Ensure proper cost coding and classification for all contracts and materials.

6. Forecasting & Risk Analysis

  • Prepare cost forecasts and project-to-complete cost (PTC) estimates.
  • Identify potential risks affecting project cost and propose mitigation measures.
  • Assist in cash-flow projections and financial planning for the project.

7. Document & Data Management

  • Maintain cost databases, records, and supporting documentation.
  • Ensure all cost-related documents are accurate, updated, and properly archived.
  • Support audits and internal reviews with required financial documentation.

Qualifications & Skills

  • Bachelor’s degree in Civil Engineering, Quantity Surveying, Accounting, or related field.
  • 3–7 years’ experience in cost control for commercial building projects (towers, malls, hospitals, offices, etc.).
  • Strong understanding of construction cost structures, BOQs, and project financial cycles.
  • Proficiency in MS Excel (advanced), cost control software (e.g., ERP, SAP, Oracle, CCS Candy), and MS Project/Primavera P6.
  • Excellent analytical, numerical, and reporting skills.
  • Ability to work under pressure and handle multiple tasks.
  • Strong communication and coordination skills.
