Project & Development Services - MENA
JLL Project & Development Services (P&DS) MENA provides consulting, design, management and build services to tenant and owners, leveraging technology and digital solutions to drive outstanding service delivery.
We bring a life-cycle perspective to our clients, from development solutions to our core services in programme, project and cost management and consulting in digital solutions, tenancy management, sustainability, leisure & entertainment, and workplace & design.
The Role: We are seeking an experienced Cost Manager to join our Project & Development Services (PDS) team in Egypt. This critical role will oversee cost management functions across multiple development and construction projects, ensuring effective financial control, contract administration, and cost reporting. The successful candidate will work closely with project teams, contractors, and clients to deliver projects within budget while maintaining the highest standards of cost management and commercial expertise.
Job Location: Marsa Matruh, Egypt
What this job involves:- Review and evaluate Interim Payment Certificates to ensure accuracy and compliance.
- Manage escalation and fluctuation matters in accordance with contract terms.
- Administer FIDIC contracts and ensure compliance with contractual obligations.
- Handle change procedures and evaluate proposal requests from contractors.
- Review, analyze, and evaluate variation orders for cost and time impacts.
- Conduct market rate analysis and maintain current pricing databases.
- Manage multiple contracts within single project environments.
- Prepare comprehensive cost reports and maintain cash flow projections.
- Monitor project budgets and provide variance analysis and forecasting.
- Collaborate with project teams to identify cost optimization opportunities.
- Assist in contract negotiations and dispute resolution processes.
- Maintain accurate project cost records and documentation.
- Support procurement activities and contractor selection processes.
Desired skills and experience:- Bachelor's degree in Quantity Surveying, Engineering, or Construction Management.
- 8+ years of experience in Cost Management or Quantity Surveying.
- Expertise in reviewing Interim Payment Certificates.
- Proficiency in handling escalation and fluctuation matters.
- In-depth understanding of FIDIC contracts.
- Mastery of change procedures and proposal requests.
- Skill in reviewing and evaluating variation orders.
- Strong grasp of current market rates.
- Capability to manage multiple contracts within a single project.
- Proficiency in cost reporting and cash flow management.
- Advanced skills in Microsoft Excel and Word.
- Experience with Egyptian construction market and local regulations.
- Professional certification (RICS, AACE, or equivalent) preferred.
- Strong analytical and negotiation skills.
- Excellent communication skills in English and Arabic.
