Under the direction of the Administrative Judge, the Court Administrator functions as the Chief Administrative Officer for the City’s Municipal Court to oversee the non-judicial administrative day-to-day functions. Position requires regular and reliable attendance.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101

  • Oversee the non-judicial day-to-day functions of the Court as assigned by the Administrative Judge.
  • Manages and supervises all assigned employees and departments. Conducts or makes recommendations on training for court staff.
  • Participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes; participates in personnel or labor relations activities.
  • Responsible for the Court’s budget and uses financial data to monitor department revenue/income in order to forecast and plan accordingly.
  • Handles all fiscal matters of the Court and verifies, authorizes, and submits all vendor invoices for payment.
  • Oversee and handle all human resource related matters of the Court, including interview job applicants; recommends the hiring of job applicants; recommends discipline; recommends pay assignments; evaluates performance; and receives grievances or employee complaints.
  • Researches and advises on legal matters affecting administrative operations of the Court. Develops and/or maintains the Court’s administrative policies and procedures.
  • Provides support to Judges and Magistrates as needed. Composes documents for judges, including memoranda, letters, and journal entries.
  • Assesses physical space needs; purchases and manages equipment and office related supplies.
  • Responsible for the Court’s compliance of Supreme Court Rules of Superintendence and all state and local reporting requirements.
  • Collaborates with the City’s Information Technology Department to ensure all computer hardware/software is functioning properly.
  • Acts as a liaison with other courts, governmental agencies, and criminal justice system members.
  • Develops, submits, and manages all criminal justice grants for the court.
  • Oversee jury commissioners and is responsible for the administration of jury procedures/operations.
  • Serve as a mediator for small claims cases when primary mediator is unavailable.
  • Perform other related duties as assigned, including serving as bailiff of the court if OPOTA firearm certified, and serving as a magistrate of the court if eligible.

Physical Requirements

  • Majority of work is performed in an office environment where the physical demands require sitting for extended periods of time; frequent use of computers and standard office equipment; may work under stress of deadlines.
  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively with others in person and over the telephone.
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and to review, evaluate and prepare a variety of written materials on a computer for extended periods of time.
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and computer systems.
  • Sufficient personal mobility and flexibility, with or without reasonable accommodation, which permits the employee to work in an office setting and to sit for extended periods of time.
  • Sufficient ability and strength to lift, carry, or otherwise move objects up to ten (10) pounds for varying distances.

Equipment Operated

Computer, copier, phone, fax machine, and other standard/modern office equipment; computer software (e.g., Microsoft Office, Case Management Software, and other applicable computer software).

  • Possession of a Master’s Degree or a Doctoral (law) degree from an accredited college or university in public administration, business administration or judicial administration and at least two (2) years of management experience with a government agency; or possession of Bachelor’s Degree and at least four (4) years of management experience with a government agency, or possession of an Associate’s Degree and at least six (6) years of management experience with a government agency.
  • Certified Court Manager or Certified Court Executive certification from the National Center for State Court is preferred.
  • Mediation training/certification is preferred, or ability to complete 40-hour Supreme Court of Ohio certified mediation training within twelve (12) months of start of employment.
  • Any combination of training and experience which will indicate the possession of the skills, knowledge and abilities listed below.
