Job Posting: Court-Appointed Counsel – Mental Health Hearings
Position Type: Independent Contractor / Part-Time
Compensation: $420.86 per hearing day (not to exceed $20,628.54) and travel expenses as necessary.
Overview:
Chester County is seeking a qualified attorney to serve as Court-Appointed Counsel to represent respondents in involuntary civil commitment proceedings under the Mental Health Procedures Act (MHPA). Representation will occur before the Mental Health Review Officer (MHRO) during scheduled mental health hearings. Should the Attorney believe there are reasonable grounds for appeal from a decision of the Review Officer, they may take that appeal to the Court of Common Pleas of Chester County and attend and represent the appellant at any hearing on said appeal.
Responsibilities:


  • Provide legal representation to individuals (respondents) subject to involuntary commitment under the MHPA.
  • Review all relevant documentation and case materials prior to hearings.
  • Advocate for the respondent’s legal rights and ensure due process is upheld.
  • Attend and participate in mental health commitment hearings conducted by the MHRO.
  • Communicate effectively with clients, clinicians, and court personnel.
  • Maintain confidentiality and comply with professional standards of legal ethics.
Qualifications:
  • Juris Doctor (JD) from an accredited law school.
  • Licensed and in good standing to practice law in the Commonwealth of Pennsylvania.
  • Knowledge of, or willingness to learn, and keep current with the Mental Health Procedures Act (50 P.S. § 7101 et seq.) and any related regulations.
  • Demonstrated interest or experience in mental health law, civil liberties, or public interest law preferred.
  • Exceptional interpersonal and advocacy skills with the ability to establish rapport, build trust, and maintain professional relationships with individuals experiencing mental health conditions.
  • Ability to work independently and manage time effectively.
