Descriptive Statement

This is a full-time non-exempt position working in the Municipal Court, under the direct supervision of the Presiding Municipal Court Judge. The Court Marshal is a law enforcement officer responsible for providing security in the Court and transporting municipal inmates.

This job description is an overview and is intended to describe the general nature and level of work being performed. It’s not intended to be an exhaustive list of all the functions and tasks required of the position.

Duties & Responsibilities

ESSENTIAL FUNCTIONS:

  • Maintains order, decorum and security in the courtroom and other areas of the municipal court building
  • Restrains, arrests, and/or escorts persons out of court upon the judge’s directive;
  • Calls for law enforcement assistance as needed
  • Detains, supervises, and maintains control over defendants awaiting transport to county jail or to another facility
  • Transports prisoners to and from jails or other holding facilities
  • Tracks and monitors municipal court inmate census in contracted and other holding facilities
  • Acts as point of contact for transport contractor and jail personnel
  • Schedules all transports of inmates from jails or other holding facilities to court or for release
  • Executes arrest warrants within the Municipal Court and its grounds
  • Executes Municipal Court arrest warrants within the municipal limits
  • Serves legal process issued by the Municipal Court within the municipal limits
  • Monitors Court lobby and maintains security
  • Supervises the jury and individual jurors as necessary
  • Delivers warrants, subpoenas, and other documents to Police Department as needed
  • Completes incident and police-type reports
  • Perform general clerical duties including but not limited to typing, data entry, photocopying

Important Functions

  • Perform other tasks as assigned.

Physical Requirements

The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:

  • Demonstrate and maintain ability to do moderate physical activity;
  • Lift up to 50 pounds;
  • Stand for long periods of time wearing duty equipment;
  • Patrol Municipal Court premises on foot; and
  • Participate in firearms and other law enforcement officer trainings.

  • Knowledge of Excel and Microsoft Word

  • Ability to understand and follow oral and written instructions
  • Ability to solve practical problems and deal with a variety of variables in emergency and non-emergency situations
  • Ability to exercise appropriate discretion during interactions with citizens appearing in court
  • Ability to exercise compassion and empathy while applying appropriate safety precautions in potentially stressful situations
  • Ability to determine the advisability of calling for assistance from Pueblo Police Department
  • Ability to successfully complete all trainings required
  • Ability to learn and understand a variety of municipal court policies and procedures
  • Ability to maintain effective working relationships with City/County staff, and other outside jurisdictions
  • Ability to interact and work effectively and courteously with people from varying social, cultural, and economic backgrounds
  • Ability to perform duties with professionalism and composure
  • Ability to keep focused and on task without outside interruptions
  • Skill to communicate effectively both verbally and in writing
  • Ability to maintain high level of confidentiality

Minimum Qualifications

In addition to the knowledge, skills and abilities listed above, this position requires the following:

  • A high school diploma, GED, or higher education (Associate Degree, or higher preferred);
  • Certification of proficiency for use of a firearm, currently trained in arrest control, driving, and taser;
  • Be currently POST certified in State of Colorado; and
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
    • Preferred Qualification: Three (3) years of experience in law enforcement, detention, security or related field.

    Special Conditions Of Employment

    The duties of this position are primarily performed in an indoor environment, with occasional outdoor work. When working outdoors, the employee may work in and around traffic, severe weather conditions including rain, snow, and wind. Works around other hazards/dangers inherent to work near and around vehicular traffic. Individuals may be required to work evenings and weekends. Individuals must be willing to work overtime, as needed.

    Basic first aid, CPR, and AED certification must be obtained within 6 months of employment. All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in termination.

    Due to Federal, State, and local Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, not to have been convicted of and/or have pending charges of a felony or misdemeanor crime or engaged in any other behavior that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
