Position SummaryUnder the general supervision of the Municipal Court Judge and City Clerk, the Court Services Officer position provides supervision and coordination of court services for the Municipal Court of the City of Wellington. This work involves pre-sentence investigation, pretrial supervision, diversion processing, making recommendations for parole conditions and monitoring individuals serving diversions or on probation in order to determine whether they are complying with diversion and probation conditions. Works closely with the Municipal Court Clerk and Municipal Court Prosecutor in the exchange of information relating to Defendant and pending matters with the Court. Work is performed under limited supervision with work reviewed for results achieved. Essential FunctionsProvides pretrial supervision, including but not limited to reviewing diversion applications, preparing diversion agreements, supervising individuals on diversion and preparing proper paperwork to terminate, revoke or extend diversions, as well as testifying in court when called upon regarding bond hearings, diversion hearings or any other pretrial hearings.

Conduct presentencing investigations, gather information through interviews, and write comprehensive reports for courts and parole boards.

Prepares presentence reports, coordinates presentence evaluations with defendants and service providers, formulates correctional plans of probation, and presents written and oral recommendations to the court for sentencing;

Supervises probationers, including collateral contacts and other types of follow-up to determine compliance with conditions of probation;

Advises defendants of available community resources and makes referrals with social agencies, as well as follows up with service providers regarding enrollment and compliance with services by defendants;

Prepares motions, affidavits and other supporting documents for revocation, termination or extension of probation; testifies in court as requested regarding motions to terminate, revoke or extend probation;

Cooperates with representatives from State, local, community and law enforcement agencies in areas of mutual interest and status of defendants within the community.

Marginal FunctionsPerforms other duties as deemed necessary or assigned. Position RequirementsExperience: A minimum of one year experience in criminal justice, court services, probation, parole, social casework or counseling preferred.

Education: Any combination of education and experience equivalent to a Bachelor’s degree in sociology, psychology, criminal justice or a related field preferred.

Technical Skills: Knowledge of State laws affecting probation work and of related court procedures. Knowledge of psychological and sociological factors influencing human behavior. Knowledge of objectives, principles, practices and methods of probation work and related court procedures. Ability to analyze and evaluate investigative material. Ability to apply social work knowledge and skills. Ability to utilize resources and services in connection with probation plan. Strong analytical, documentation and organizational skills. Ability to deal tactfully with offenders and the general public and to communicate effectively and clearly using the English language, both orally and in writing. Proficiency in using computer software applications to include word processing, spreadsheets and databases.

Problem Solving: Considerable problem solving exists in this position. Typical problems involve determining the most appropriate response to offenders who do not follow the terms and conditions of probation or supervision.

Decision-Making: Considerable decision making exists in this position. Typical decisions involve analyzing and determining the most appropriate supervision plan that will best address the needs of a particular offender.

Supervision: Work is performed under limited supervision with work reviewed for general procedures and results achieved. Employee does not have supervisory responsibilities over other personnel.

Financial Accountability: Employee is responsible for the proper and accurate collection and recording of fees and fines.

Personal Relations: Frequent contact with criminal offenders, law enforcement and court personnel. Occasional contact with the general public.

Working Conditions: Adverse working conditions may exist relating to the interaction and dealing with criminal offenders. Dangerous situations may occasionally arise in the course of dealing with criminal offenders. The person in this position is expected to attend Municipal Court sessions when necessary. Municipal Court is held, generally, during the afternoon hours on the first and third Wednesday of each month.

Physical Requirements: While performing the duties of this job, the employee is regularly required to sit, talk and hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds; bend, stoop and kneel. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
