1. Planning and Coordination
- Review and verify all lifting plans, risk assessments, and method statements prior to commencement of lifting operations.
- Coordinate with rigging, mechanical, and construction teams to ensure all lifting activities are properly scheduled and managed.
- Ensure all lifting operations are conducted under valid permits and in accordance with the project’s lifting procedures and HSE plan.
2. Supervision and Execution
- Supervise all lifting and rigging operations to ensure safe working practices and compliance with approved lift plans.
- Verify that all cranes, lifting appliances, and accessories are inspected, tested, and certified before use.
- Check that load weights, lifting gear capacities, and crane configurations match the approved lift plan.
- Ensure that signalmen, riggers, and crane operators are competent and authorized.
3. Safety and Compliance
- Conduct pre-lift safety briefings (Toolbox Talks) and ensure all personnel involved are aware of their duties and safety precautions.
- Stop any unsafe act or condition and report incidents or near misses immediately.
- Ensure compliance with Qatar Energy (formerly QP) and international lifting standards (BS 7121, LOLER, etc.).
- Maintain proper barricading and exclusion zones around lifting areas.
4. Documentation and Reporting
- Maintain daily lifting activity logs, inspection records, and lifting equipment registers.
- Ensure color coding and tagging systems for lifting gear are properly implemented and updated.
- Prepare and submit lifting activity reports, non-conformance reports (if any), and recommendations for improvement.
5. Continuous Improvement
- Participate in incident investigations and recommend corrective and preventive actions related to lifting operations.
- Conduct refresher briefings and on-the-job coaching for rigging crews.
- Promote a culture of safety awareness and operational discipline among lifting teams.
