CLASSIFICATION SUMMARY:
Incumbents in this classification perform, conduct a variety of crime and statistical analysis in support of crime analysis activities; collects and analyzes data and trends. Ensures work quality and adherence to established policies and procedures.
SERIES LEVEL: This is a stand alone position.
ESSENTIAL FUNCTIONS:

Collect, collate and analyze a variety of economic, geographic or social information in support of crime analysis activities; utilize sources from various calls for service, census, demographic and other related data; display informational analysis to police administrators and City officials.
Monitor local, regional and national crime trends. Establishes and maintains effective communication and working relationships with city employees, representatives of other agencies, the media and the general public.
Perform a variety of statistical analysis; provide information to assist in identifying crime problems; develop and test crime prediction and resource allocation statistical models; assist in advising sworn staff of areas of high crime probability; assist in developing and preparing charts, graphs, maps, reports and related materials in order to track and present findings related to criminal activity.
Must meet regular attendance requirements.

DEPARTMENT SPECIFIC DUTIES (if any):
When working as a Crime & Intelligence Analyst:
Create confidential law enforcement bulletins regarding crime trends, repeat offenders and officer safety.
Develop and produce crime maps using geographic information systems (GIS) applications and conduct spatial analysis of crime data.
Analyze know offenders MOs and establish timelines to perform suspect/crime correlation in order to provide suspect leads and targets for surveillance or directed patrol.
Make written and oral presentations using maps, charts and graphs to inform police officers, detectives, investigators and commanders or emerging or existing crime series, patterns and trends, as well as suspect and victim profiles.
Predict or Forecast criminal trends based on computer analyses of current and past criminal activity.
Answer inquiries from the public, businesses, community groups and websites regarding crime activity, trends and patterns.
Collect, analyze and interpret data and statistics using quantitative and qualitative methodology. Employ principles and applications of mathematics and statistics, which may require knowledge of research methodology and techniques.
Monitors, searches, and conducts background research of social media posts and open sources of information based on keywords, critical events, and subjects of interest.
Captures posts, photos, and videos of interest.
Works closely with and supports sworn law enforcement investigators.
Maintains familiarity with best practices, techniques, and laws related to open source and social media research and investigations.
Maintains strict confidentiality of information.
Works in a fast-paced environment, managing multiple tasks and requests simultaneously, ensuring timeliness and accuracy.
Develops link analysis, time/temporal analysis, social media analysis, criminal threat analysis.
Prepares monthly, quarterly, semi-annual and annual statistical reports for management.
Communicates trend, suspect characteristic and intelligence data to operational components of the police department.
Provides information to appropriate law enforcement partners for investigation or prevention of criminal activity.
Inputs data into computer program systems to prepare reports, graphs and maps involving crime trends and necessary corrective action for presentation to management. Implement methods and techniques of open source research and intelligence.
Develops, uses and/or maintains databases using various software applications.
Researches, develops and implements best practices in the collection and recording of social media intelligence data.
Enters and extracts data using a microcomputer for creating maps and spreadsheet.
Contacts governmental agencies to gather criminal statistical data and compare crime activity analysis methods.
Develops and maintains working relationships with area agency partners and other federal, state and local law enforcement agencies to facilitate information sharing, joint identification of common problems and mutual development of response strategies.
Testifies in court regarding criminal activity data.
Develops link analysis, time/temporal analysis, telephone toll analysis, criminal threat analysis, crime incident maps or computerized charts to organize investigations, plot activity and determine the size and location of criminal groups and members.
Prepares monthly, quarterly, semi-annual and annual statistical reports for management.
Communicates crime trend, suspect characteristic and intelligence data to operational components of the police department.
Provides information to appropriate law enforcement partners for investigation or prevention of criminal gang activity.
Develops visual presentations such as event flow analysis illustrations and activity flow charts as well as supporting statistical graphs and reports through the application of various computer and analytical tools.
Inputs data into computer program systems to prepare reports, graphs and maps involving crime trends and necessary corrective action for presentation to management.
Develops, uses and/or maintains databases using various software applications.
Researches, develops and implements best practices in the collection and recording of gang intelligence data.
Enters and extracts crime data using a microcomputer for creating maps and spreadsheet.
Contacts governmental agencies to gather criminal statistical data and compare crime/gang activity analysis methods.
Develops and maintains working relationships with area agency partners and other federal, state and local law enforcement agencies to facilitate information sharing, joint identification of common gang problems and mutual development of response strategies.
Testifies in court regarding crime/gang activity data.
MINIMUM QUALIFICATIONS:
Bachelor's degree in Mathematics/Statistics, Computer Science, Geographic Information Systems (GIS) or Crime Analysis and two (2) years experience interpreting and making inferences from statistical information; building data bases; collecting, organizing and summarizing data to provide usable analyzed information; and computer programming or any combination of equivalent experience and education. This is a safety-sensitive position requiring pre-employment background check, polygraph, drug screening, and fingerprinting.
Experience with the most popular social media platforms, including but not limited to Facebook, Instagram, Twitter, Snapchat, and TikTok.

SUPPLEMENTAL INFORMATION
Knowledge of tactical, strategic and administrative crime analysis, statistics and their applications; relevant crime analysis methods, policies, procedures and strategies to promote local, state or national security operations for the protection of people, data, property and institutions; structure and principles of applicable federal, state and local laws, ordinances, codes, rules and regulations; statistical research methods; data analysis techniques and methods and customer service principles. Skill in using a computer and related software applications; interpreting, applying and communicating applicable laws, ordinances, codes, rules and regulations; developing and interpreting statistical data; speaking in public; managing databases; applying independent judgment, personal discretion and resourcefulness in interpreting and applying guidelines; identifying alternative solutions and establishing and maintaining effective working relationships with other employees and those contacted in the course of the work; oral and written communication; multitasking; computer operations, statistical and mapping (GIS)

PHYSICAL DEMANDS: Positions in this class typically require fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
WORK ENVIRONMENT: Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
