Job Summary

Base pay for this position will be $66,418.40

The Sheriff’s Office provides public safety at all times and therefore every position is deemed essential. All positions are in-person and not eligible for remote work. Every position is also subject to recall based on the needs of the Office to keep the community safe.
This position has an anticipated work schedule of Monday - Friday, 8:00am - 4:30pm; which may vary to include working after hours and/or weekends, subject to change.

Serves as a link between the public and the El Paso County Sheriff’s Office Law Enforcement Bureau. Works with the community to decrease crime by developing, implementing, and coordinating a variety of crime prevention programs and intelligence sharing processes. Presents and manages opportunities for residents, businesses, and community groups to become more involved and informed about El Paso County Sheriff's Office (EPSO) crime fighting efforts.

Essential Duties/Responsibilities

  • Acts as an intelligence liaison between EPSO Law Enforcement Bureau and the community on crime-related issues; serves as an information resource to the public.
  • Collaborates with the Intelligence Based Operations Center (IBOC) and crime analysts to receive crime insights and translates this information into proactive community alerts and specific crime prevention strategies for community dissemination.
  • Develops Crime Prevention Program policies and procedures, plans, and short- and long-term objectives.
  • Identifies, defines, and develops funding sources to support existing and planned program activities as well as coordinating the development, writing, and submission of grant proposals. Responsible for collecting, analyzing, and reporting data on the performance of program activities that are funded by third-party public and private sources.
  • Develops, schedules, coordinates, and presents crime prevention and safety presentations for community groups.
  • Serves as Neighborhood Watch and Crime Prevention Education Coordinator. Develops and maintains educational materials (multimedia and print) for community, neighborhood, and internal use.
  • Is the primary contact person for citizens interested in Neighborhood Watch or with questions about crime prevention. Supervises volunteers and communicates with multiple Neighborhood Watch Captains. Frequently meets with citizens and speaks in public regarding the various programs associated with Crime Prevention.
  • Manages the EPSO Community Video Program through the IBOC technology platform.
  • Uses CAD, RMS, and other software to determine avenues of prevention that may be used to reduce crime rates.
  • Maintains electronic, video, and pertinent intelligence information and statistics; provides intelligence to appropriate sources and other law enforcement agencies per EPSO Investigations Division standardized operating procedures.
  • Briefs staff members and other intelligence entities on pertinent intelligence gathered from the public, emerging trends, and safety concerns inside the communities of El Paso County.
  • Contacts citizens and business owners in different areas to identify ongoing problems and recommend solutions.
  • Organizes and coordinates special functions and events; assists Community Relations deputies in organizing and participating in community forums and town hall meetings.
  • Conducts training for EPSO on the Crime Prevention Program and available resources.
  • Collaborates with other intelligence units on the development of lesson plans/curriculum; presents educational programs to EPSO staff and other law enforcement agencies regarding Community-Oriented Policing and Intelligence-Led Policing.
  • Conducts home and business security checks, including Crime Prevention Through Environmental Design (CPTED) assessments.
  • Develop displays, setting up and staffing booths at fairs, community events, and meetings.
  • May serve as an EPSO representative to other municipalities, police agencies, County offices, social service agencies, and community groups.
  • Performs other duties as required.

Qualifications

Knowledge, Skills, and Abilities


  • Ability to use CAD, RMS, and other software for interpreting complex crime data and intelligence to develop practical, community-level crime prevention solutions.
  • Knowledge of State statutes, County ordinances, and policy and procedures.
  • Knowledge of the El Paso County Sheriff's Office, its objectives, and the principles and techniques of public relations/information.
  • Knowledge of patrol operations, investigative processes, and the role of real-time intelligence in law enforcement.
  • Must be honest, truthful, trustworthy, and possess a high degree of personal integrity.
  • Must possess good judgment and common sense and be able to make competent decisions under stressful conditions.
  • Ability to provide expertise/consultation on joint projects outside EPSO jurisdiction with other counties/municipalities, national organizations, and associations.
  • Ability to communicate effectively with management, employees, and the public in a professional manner.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, community groups, volunteers, personnel from other departments or agencies, public officials, and the general public.
  • Ability to effectively operate office equipment, including computers, printers, telephones, copy machines, etc.
  • Ability to maintain confidentiality and work independently without supervision.
  • Maintain regular and punctual attendance.
Required Education and Experience
  • Associate’s degree from an accredited college or university; study area in criminal justice, criminology, sociology/social science, business administration, statistics, or related field.
Preferred Education and Experience
  • Bachelor's degree from an accredited college or university; study area in criminal justice, criminology, sociology/social science, business administration, statistics, or related field.
  • Experience working collaboratively within a law enforcement agency, specifically with patrol, investigations, or intelligence units.
  • Experience using software for data analysis, visualization, and report generation.
  • Experience creating engaging content for websites, social media, email marketing, and other digital platforms.
  • Two years’ experience with crime prevention programs.
  • Knowledge of Neighborhood Watch.
Licenses/Certificates
  • Must possess and maintain a valid driver’s license.
  • Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment.
Pre-Employment Requirements
  • Must pass conditional post offer background investigation, truth verification examination, motor vehicle record check, and drug screen.

Work Conditions

Duties are performed primarily in an office environment; some travel required. Will occasionally be required to work evenings and/or weekends.
