Position Overview
The CSA Clinical Supervisor / Program Supervisor provides leadership, clinical oversight, and administrative management of CSA-funded services, including Intensive In-Home (IIH), Mental Health Skill-Building, and related community-based programs.
This role ensures all services meet Virginia DBHDS, Medicaid, and CSA requirements, while maintaining high-quality, ethical, and effective service delivery. The supervisor supports staff development, ensures compliance, and collaborates with multidisciplinary teams to achieve positive outcomes for youth and families.
DUTIES: Under the direction of the agency, Clinical Director, LMHP and within the limitations of agency policy, the incumbent shall execute the following duties:
Clinical & Administrative Supervision
- Provide weekly clinical supervision to QMHPs and direct service staff
- Review and approve assessments, Individual Service Plans (ISPs), and discharge summaries
- Ensure staff adherence to person-centered, trauma-informed care practices
- Monitor staff productivity, service delivery, and performance outcomes
CSA & Systems Coordination
- Represent the agency in FAPT (Family Assessment and Planning Team) meetings
- Collaborate with CSA coordinators, DSS workers, courts, and other stakeholders
- Ensure services align with CSA policies, funding requirements, and service authorizations
- Assist in service authorization requests and utilization reviews
Compliance & Quality Assurance
- Ensure documentation meets DBHDS, Medicaid, and CSA standards
- Conduct regular chart audits and provide corrective feedback
- Maintain compliance with human rights, confidentiality (HIPAA), and licensing regulations
- Support audit readiness and participate in internal/external reviews
Program Development & Oversight
- Assist in development and expansion of CSA-related services
- Monitor program outcomes and implement quality improvement initiatives
- Ensure appropriate staff-to-client ratios and service intensity levels
- Participate in on-call rotation as required
Staff Development & Leadership
- Train, mentor, and support new and existing staff
- Promote a culture of accountability, autonomy, and professional growth
- Address performance concerns and implement corrective action plans when necessary
- Facilitate team meetings and case staffing discussions
Minimum Qualifications
- Master’s Degree in Social Work, Counseling, Psychology, or related Human Services field
- Active QMHP (Adult or Child) required; LMHP (or LMHP-eligible) strongly preferred
- Minimum of 2–3 years clinical experience working with children and families
- Minimum of 1–2 years supervisory or leadership experience
- Strong knowledge of Virginia CSA, FAPT process, and DSS systems
Preferred Qualifications
- Licensed Mental Health Professional (LCSW, LPC, LMFT, or Resident in Supervision)
- Experience with Intensive In-Home (IIH) or community-based services
- Experience with Medicaid documentation and service authorization processes
- Prior experience participating in court proceedings and multidisciplinary teams

Pay: $60,000.00 - $75,000.00 per year
