Overview:
Planned Systems International (PSI) is an Enterprise IT services company who focuses on designing, building, securing, and operating cutting-edge software solutions that drive mission success and operational excellence for Federal Government organizations. PSI has a need for a CV-22 Mission Planning Systems Engineer (MPSE) at Kirtland AFB in Albuquerque, New Mexico. Mission Planning is a critical element in the successful execution of AFSOC missions. Specialized expertise and platform-specific knowledge of the CV-22 Osprey are essential to effectively support this function.
Mission Planning Support Experts (MPSEs) provide both in-garrison and deployed support for aircraft systems and the IT components that interface with them, enabling global mission operations. These capabilities are vital across all CV-22 units, including direct mission planning and instructional support to the 71st Special Operations Squadron (71 SOS). MPSEs are an indispensable support element for the operations and maintenance of mission planning IT infrastructure and systems that facilitate mission success across AFSOC. The contractor shall provide Mission Planning support and instruction to accomplish all assigned tasks.
Essential Functions and Job Responsibilities:
- MPSEs will perform all standard duties and responsibilities associated with mission planning roles within the CV-22 enterprise.

MPSEs will provide direct support to the 71 SOS, in addition to other CV-22 squadrons, ensuring tailored mission planning support for training, exercises, real-world missions, and readiness requirements.

MPSEs will travel as necessary to on-site locations, simulator facilities, exercise venues, test locations, and deployed environments to support CV-22 mission planning operations.

MPSEs will gain and maintain expertise in CV-22 Mission Planning System (MPS) theory, function, and operation, including updates to mission planning software and their application in operational contexts.

MPSEs will instruct CV-22 aircrew members and supporting intelligence personnel—including those assigned to the 71 SOS—on the practical use of all MPS planning modules and related functions.

MPSEs will facilitate planning efforts by aircrew and intelligence personnel in support of training events, exercises, test operations, and live mission planning efforts.

MPSEs will observe and assess mission planning activities to identify successful techniques and recurring challenges encountered during the planning process.

MPSEs will document and report observations, including success patterns and issues, to Government officials, operational squadron leadership—including 71 SOS leadership—and CV-22 mission planning software stakeholders.

MPSEs will propose potential improvements to mission planning software based on field observations to mitigate difficulties and optimize planning effectiveness.

MPSEs will engage with CV-22 mission planning software developers and engineers to communicate field-identified challenges and suggest software enhancements to improve operational usability.

Provide direct support for ground and flight test events related to CV-22 mission system modifications.

Assist test organizations in evaluating operational impacts of MPS modifications and represent operational user needs by participating in the CV-22 Software Change Review Board (SCRB), as required.
Minimum Requirements:
- Active T3 investigation, with the ability to obtain and maintain necessary security clearances as required for access to classified information.

Will have mission planning experience and technical skills qualifications with applicable experience specific to military aviation, including a DoDM 8140.03 IAT Level II certification.

Will require detailed knowledge of AFSOC operations and tactics.

Will require a minimum of five (5) years operational experience with or supporting navigation and mission planning techniques including preparation and check out of flight plans for aircraft weapons systems.

Will require familiarity with the CV-22 tactical Standard Operating Procedures (SOP) and mission guides.

Bachelor's degree from a four-year college or university in CS, IS, Engineering or related discipline or Tech School Cert related to CS or The equivalent military training.

Will maintain a high level of training proficiency and excellence. Training excellence will be equated to the ability to impart skills to the AFSOC warfighter using mission scenarios, whereby the AFSOC user realizes the benefits of the mission planning & execution capabilities.

Will possess the ability to develop processes and techniques which will enhance the CV-22 Mission Planning System (VMPS) and reduces the workload for other CV-22 mission planning support contractors.

Will have a detailed working knowledge of processes and procedures for using automated tools to plan, support, and execute special operations roles for mission planning.

Will possess an in-depth knowledge of the unified command structure, joint doctrine and joint policies.
