EXAMPLE OF DUTIES
Division of Gaming: Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.What we do: Ensures that Sports Betting and fantasy Sports are conducted honestly, fairly, and competitively, and free from cyber related criminal and corruptive elements.A typical day as a Criminal Investigator IV: The Criminal Investigator will collect, preserve, analyze, and interpret data and physical evidence using critical thinking and analytical skills to ensure the integrity of sports wagering in Colorado.Primary DutiesInvestigationsRecently legalized sports betting has created new challenges and demands for investigating criminal activity. Much of the criminal activity is occurring on electronic platforms and mediums, such as, mobile phones and computers.Ability and skill set to investigate such crimes. Additionally, financial crimes experience is necessary due to several of the criminal acts are precursor or predicate offenses to State and Federal racketeering charges (Colorado Organized Crime Control Act) (Racketeer Influenced and Corrupt Organizations Act). Examples of such crimes are money laundering, theft, forgery, identity theft, fraud, and computer crime. No other State agency besides the Colorado Division of Gaming is tasked with both the regulatory and criminal enforcement of sports betting.Experience and knowledge to work with local, state and federal agencies is necessary.Conduct lengthy criminal investigations by collecting, evaluating, collating, and analyzing criminal intelligence information which includes use of charting techniques, timelines, and on-line activity, to develop a hypothesis or inference.Examine and analyze electronic data collected from patron electronic devices and accounts to determine if suspected violations of criminal or regulatory codes/regulations have occurred. They will identify, collect, and seize documentary or physical evidence, to include digital media and logs associated with suspected cybercrimes. They must conduct interviews with sports betting patrons and licensees.Regulatory EnforcementThe person in this position will collect, analyze, and disseminate criminal intelligence stemming from patron complaints, sport league notifications, and/or operator compliance failure to initiate appropriate disciplinary action for presentation to the Director of the Division of Gaming and to the Colorado Limited Gaming Control Commission.Design and implementation of databases related to criminal and intelligence information and will design and disseminate statistical reports and intelligence bulletins.Work independently as an individual contributor to prioritize workload and respond to critical requests for immediate action when necessary.Compile statistical material on performance measures and criminal activity for dissemination, based on information submitted by data, patron complaints, information obtained from analysis, intelligence reports, and documented requests from other law enforcement agencies.Criminal EnforcementPosition proactively analyzes sports wagering data for compliance, interprets the data, and responds to criminal complaints.Assists or augments other law enforcement agencies to ensure sports wagering integrity. Prepares detailed written reports for criminal prosecution.Maintains on-call duty status while off-duty for emergency response. Assist other law enforcement agencies upon request.Background InvestigationsServes as the Staff Authority for background investigations as it pertains to on-line licensing compliance in the Division of Gaming. Coordinate and conduct complex investigations involving multi-jurisdictional and multi-national entities. The purpose of the investigation is to: determine and evaluate areas of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation.Assists with developing detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to determine suitability for licensing.Assists with annual renewal licensures, expansion or change of ownership investigations and completes a detailed written report of their findings to present to the Colorado Limited Gaming Control Commission.Conduct background investigations of sports betting applicants to determine suitability for licensure.Additional ResponsibilitiesReceive requests from patrons and the industry on a regular basis. The position will assist in improving processes to ensure patron complaints are addressed according to Sports Betting rules and sustain the integrity of Sports Betting operations.Recommend; system and or program needs and changes, intelligence policy and procedure, software acquisitions related to data analysis and intelligence gathering, and training needs to maintain professional competence.
