GovSG is seeking a successfully proven Cyber Security Engineer with an active DoD Top Secret clearance to support our onsite team in North Charleston, SC. This position provides senior‑level technical expertise for designing, integrating, sustaining, and enhancing networked systems that enable NIWC RDT&E mission operations. The selected engineer will contribute across all areas of Systems Cyber Security, Engineering, Testing & Evaluation (T&E), and/or Security Control Assessor (SCA) activities within established Certification & Accreditation (C&A) and Assessment & Authorization (A&A) frameworks.
The incumbent must bring demonstrated proficiency in the Risk Management Framework (RMF) processes and preferably prior experience with Defense Information Assurance & Certification Accredidation Process (DIACAP). Strong knowledge of security policies & guidance documents to assist with the preparation and maintenance of process artifacts, traceability documents purposed for compliance with Authority to Operate (ATO)requirements for systems running in virtualized environments and enterprise platforms, including VMware vSphere and Hyper-V, Windows and Linux operating systems, directory and network services, and supporting infrastructure components.
Core responsibilities include maintaining accurate technical documentation, system diagrams, and configuration records in controlled repositories, as well as supporting system modifications through established operational and change‑management procedures.
This position is full-time on-site in Charleston, SC.
Responsibilities
This position provides technical direction to junior engineers and operations staff, coordinates closely with cybersecurity personnel on secure system implementation and compliance and supports technical planning and engineering decision-making. Through hands-on engineering expertise and proactive system analysis, the Lead Cybersecurity Engineer ensures RDT&E environments remain stable, secure, interoperable, and capable of supporting evolving research and test activities.
- Serve as the on-site senior technical Lead for the US Navy IPT programmatic and technical leads.
- Continuously analyze the customer's needs and identify security, system and programmatic requirements, risks and proposed solutions.
- Plans and implements security measures to protect computer systems, networks, and data from loss and service interruptions.
- Analyzes and documents security risks, breaches, and other cyber security incidents and the damage they cause.
- Evaluate security solutions to ensure they meet security requirements for processing up to classified information.
- Develop system security policy and ensure compliance of change management and configuration control processes.
- Develops and implements a network disaster recovery plan and oversees the monitoring of the computer networks for security issues.
- Collaborates with the security team to perform tests and find network weaknesses.
- Researches and keeps current on the latest IT intelligence technologies, trends, and security standards.
- Performs work with a high degree of latitude.
- Handles the most complex issues.
- Possesses expert knowledge of subject matter.
- May act as a lead.

Qualifications
- Must be a US Citizen with active Top Secret (TS) clearance.
- Master's level degree in an Engineering discipline.
- 10 years of professional experience in systems engineering including: Greater than five (5)* years practical experience in a Cybersecurity, Engineering, T&E or A&A (formerly C&A) related field.
- Demonstrated experience using Information Assurance tools (e.g. DISA Enterprise Mission Assurance Support Service (eMASS), Assured Compliance Assessment Solution(ACAS).
- Strong written and verbal communications skills, with the ability to work independently with senior level clients.
- Certifications:
- Maintain all qualification(s) required by the Cybersecurity Workforce.
- Framework(CSWF) for Privileged Access Administrator (PAA).
- ACAS Operator and Supervisor Course (cyber.mil).
- Red Hat Certified Administrator/Engineer certs (preferred).
