Cybercrime Strategy & Governance Lead

Role Purpose

Provide strategic leadership in designing the vision, governance framework, and coordination mechanisms for the Cybercrime Center.Ensure frameworks are operationally sound, legally compliant, and technically integrated with partner entities and data ecosystems, enabling effective inter-agency collaboration and liaison with key digital platforms.Key Responsibilities

• Lead the development of the Cybercrime Center’s strategic vision, mission, and objectives, aligned with national law enforcement and public safety priorities.
• Design the governance framework, including roles, authorities, escalation paths, SOPs, KPIs, and performance oversight mechanisms.
• Identify and map key data sources relevant to cybercrime monitoring, intelligence, and investigations.
• Establish liason protocols for collobration among government entities, regulatory authorities and digital platform.
• Benchmark frameworks against regional and international standards to ensure compliance and relevance.
• Establish protocols and liaison structures for collaboration among government entities, regulatory authorities, and digital platforms.
• Contribute to knowledge transfer activities to embed governance principles and sustainability mechanisms.

Required Experience

• 10+ years of professional experience, including at least 5 years in cyber stratgey, governance, or digital intelligence within government or consulting environment.
• Strong understanding of GCC and international cybersecurity governance practices.
• Proven ability to design and implement multi-stakeholder governance, liason, and data-sharing frameworks with government entities, technology providers, and digital platforms.
• Bilingual proficiency in Arabic and English preferred.
