Department History Overview
Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for the children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief Position Overview:
Under the supervision of the Community Youth Service (CYS) Program Manager, this position provides supervision of the Youth Service Specialists in contracting school districts. Participates in program development and management decision making processes. Responsible for understanding and conveying program goals, agency policies and procedures in support of agency core values.

Duties & Responsibilities:
  • Selects, trains, supervises, and provides guidance and evaluates assigned staff.
  • Conducts unit meetings and individual conferences on regular basis to monitor compliance with program objectives, CYS standards, program policies and procedures.
  • Initiates and implements disciplinary actions as warranted.
  • Provides training and motivation of staff development in order to maximize employee capabilities to meet changing program demands.
  • Monitors case coordination to ensure effective and efficient service delivery to clients, adhering to Council on Accreditation (COA) standards.
  • Generates reports and analyzes program data, compiles, and submits reports as required.
  • Serves as a liaison between program and community partners, including vendors and other agencies.
  • Participates as member of CYS administrative team, contributing to development of policies and procedures, program goals and objectives, and program planning

Requirements

Education:
  • Bachelor’s degree in Psychology, Social Work, Sociology, Criminal Justice, or a closely related field
Experience:
  • Minimum three (3) years’ experience in a social services setting providing direct services to children, youth, and families, including prevention and early intervention case management and case coordination services.
  • Must have two (2) years of supervisory experience in a Social Services setting.
    • Three (3) years of full-time paid work experience with Harris County Resources for Children and Adults (HCRCA) may be substituted for the two (2) years of supervisory experience on a year-to-year basis.
  • Training and experience using a personal computer with a variety of software such as Microsoft Outlook, Microsoft Word, Microsoft Excel, PowerPoint, and Case Management Software.
Licensure:
  • Reliable transportation with a valid driver’s license (Texas) and auto liability insurance.
Knowledge, Skills & Abilities:
  • Must be responsible and self-disciplined.
  • Possess excellent verbal and written communication skills.
  • Self-motivated with excellent time management skills.
  • Detail-oriented and innovative.
  • Knowledgeable in employment selection and public relations.

Salary:
  • $51,188.80-$58,156.80 (Annually)
  • Based on 26 Pay Periods

Employment is contingent upon passing a background check and drug screen.
