Minimum Qualifications:
Four years of experience in computer systems analysis, computer programming, and/or information management, two years of which must have been in data design, decision support analysis, or data modeling; or
A bachelor's degree from an accredited college or university and two years of experience in computer systems analysis, computer programming and/or information management, with an emphasis in data design, decision support analysis, or data modeling; or
A bachelor's degree from an accredited college or university in one of the computer sciences or management information systems.

Preferred Qualifications:
Preference may be given to candidates with the following Knowledge, skills and abilities: The position requires a solid understanding of the fundamental principles, processes, and protocols used in scientific research, as well as expertise in Object-Oriented Analysis and Design, data standardization, database structures and theories, and data modeling techniques. A foundational knowledge of software development is essential, including structured application design, distributed database development and implementation, and user interface design principles and practices. The ideal candidate must demonstrate the ability to establish and maintain effective working relationships, train others effectively, and communicate clearly both in writing and verbally. The role also demands adaptability in a fast-paced, deadline-driven environment. Proficiency in computer operations and in analyzing and organizing data for database and software design is required. Familiarity with software development methodologies such as Agile is important, as well as Microsoft Technology Stack, including Visual Studio, C#, and SQL Server (2008 R2 and newer). Additional technical competencies include the use of Python, HTML5, CSS, JavaScript, ASP.NET, PHP, MySQL, Azure Cloud Services, and Microsoft Power Platform. Strong teamwork and collaboration skills are essential for success in this role.

Requirements:
Employment in this position is contingent upon a satisfactory Level 2 background check at no cost to the candidate.

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday, but may be flexible to support application deployment needs. Candidates must be able to commute to an FWC location.

Position Overview and Responsibilities:
The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.

Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures. Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

This position works directly with stakeholders in a scientific research environment. Provide consulting services, data analysis, database impact analysis, data and process analysis, and logical database design. Develop an enterprise view of data management. Assist in establishing and maintaining the goals and objectives of a data administration program.

Use logical application entity relationship models, physical database models and supporting data dictionaries. Participate in database design and monitoring activities, with adherence to standards. Provide training in data management, information analysis and information interpretation skills. Assist in identifying, defining and clarifying the roles and responsibilities of business managers who determine the content of the data (data stewards) and those who provide the physical storage and processing of data (data custodians).

Analyze functional needs and designs solutions for scientific, managerial and enforcement-specific requirements to provide the agency and it's stakeholders with a sound information architecture. Develops and modifies program code.

Coordinate efforts with senior Information Access/Information Science and Management (IS&M) staff to determine at what points in the process it is appropriate for technology to be applied and to what extent. Once these areas are identified, assisting the development of high-level database and software design specifications.

Coordinate closely with FWC OIT data staff to ensure established standards and protocol are adhered to. Provide input on future standards and protocol as appropriate.

Establish a positive partnership-based approach to research data management. Participate in public outreach events.

Participate in other related duties, as required.
