Overview:

The Data Analyst plays a pivotal role in utilizing data to propel Newark's mission of ending chronic homelessness. This role focuses on strategic data management, predictive forecasting, stakeholder engagement, and continuous learning to ensure the city's homelessness strategies are data-informed and impactful.


Key Responsibilities:

  • Strategic Data Management: Build and refine the OHS’ data infrastructure to accelerate Newark's objectives to end chronic unsheltered homelessness.
  • Data Strategy Development: Collaborate with leadership across the City to develop and refine the division's data strategy.
  • Performance Analysis: Evaluate OHS program outcomes and efficiencies to inform data-driven strategies.
  • Forecasting: Use basic predictive modeling methodologies (e.g., linear and logistic regression, decision trees, clustering, etc.) to anticipate future homelessness trends.
  • Data Quality Oversight: Monitor partner data quality and promote best data entry practices.
  • Tool Implementation: Research, recommend, and implement advanced data analytics tools.
  • Capacity Building: Lead training sessions for OHS staff, subgrantees, contractors, and community partners.
  • Collaboration: Engage with internal and external stakeholders, to include Essex County, the New Jersey Department of Community Affairs, the New Jersey Home Mortgage and Finance Agency, and HUD in understanding and solving reporting challenges and opportunities.
  • Data Security: Ensure the secure storage of all data, adhering to best practices and relevant regulations.
  • Stakeholder Communication: Regularly engage with stakeholders to tailor data insights to their needs.
  • Continuous Learning: Stay abreast of the latest in data analytics, bringing innovative practices to the division.
  • User Experience Evaluation: Engage with homelessness prevention system and NJ HMIS users to optimize their experience and enhance system functionality.
  • Reporting: Regularly deliver data reports to stakeholders including the Mayor, City of Newark, the State, and HUD.
  • Community Engagement: Cultivate collaboration by engaging stakeholders in data improvement efforts.
  • Automation: Implement automated data processes to enhance efficiency.

Qualifications

Experience: 2 years in data analysis within government, community services, or related sectors. Recent graduates with strong portfolios, internship experiences, and a passion for ending chronic homelessness in Newark will be considered. Technical Proficiencies: Advanced user of Tableau and Excel. Operational understanding of SQL. Familiarity with R, Python, and Alteryx. Proficiency in Microsoft Office Suite.
