Introduction


The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for a Data Architecture Unit Supervisor within the Office of Health Informatics (OHI).

The Office of Health Informatics (OHI) in the Division of Public Health (DPH) is responsible for creating and supporting public health data collection systems and infrastructure, as well as selecting and providing support for analysis and data management tools. Data collected supports all state and many national public health programs. Many of the data sources are part of a set of national data and technology standards supporting federally- funded health initiatives.

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

Position Summary


As the Data Architecture Unit Supervisor, you will be responsible for:

  • Allocation and coordination of staff and fiscal resources for the unit
  • Designing, developing, implementing, and operationalizing public health information systems and the strategic and cohesive architecture of those systems.
  • Leading data warehousing and data infrastructure efforts, SQL or Python based ETL/ELT projects,
  • Providing technical expertise and consulting as well as development of policies, procedures, standards and guidelines, which may include implementing specialized databases, mapping data, creating data models, and developing and enforcing technical documentation standards.
You will be responsible for developing and supporting a number of key data systems for Wisconsin Public Health. You will draw upon comprehensive knowledge of agency-wide Information Systems (IS) architectures, cloud architectures, GitHub (or similar tools), and extensive theoretical and practical IS knowledges.

As part of the Data Strategy and Interoperability Section management team, you will also contribute to strategic IT and data planning, financial management, ensuring good customer service, communications, policy creation, and staff management. You will provide technical leadership and support to support the system infrastructure for public health, working closely with agency and statewide IT partners and applicable vendors.

Salary Information


The starting pay is between $55.00 to $63.00 per hour (approximately $114,400 to $131,000 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as IS Supervisor 2 and is in pay schedule and range is 70-02.

Job Details


All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications


Minimally qualified applicants will have all of the following:

  • Experience in a supervisory role (e.g., hiring, administering discipline, resolving conflict, conducting performance evaluations, delegating work responsibilities, monitoring staff capacity, workload, and budget, etc.).
  • Experience leading modernization efforts related to data infrastructure and warehousing, data lakes, etc. both on premise and in the cloud
  • Experience developing an IT or data strategy.

Well-qualified applicants will also have one or more of the following:

  • Experience building, implementing, and managing data infrastructure in the cloud including data extract, orchestration, storage, networking and cost management.
  • Experience implementing and maintaining data exchange standards and protocols for health information exchange.
  • Experience with development or implementation projects related to government, public health or healthcare data or systems.
  • Experience managing and/or communicating to technical and non-technical partners.
