Data Center Construction Turnover Lead

The Construction Turnover Lead, part of the data center construction team, is responsible for orchestrating the phased, secure, and on-time turnover of new data center capacity from construction to operations. Serving as the primary liaison among the developer, their general contractor, vendors, and Oracle’s operations team, this role ensures all turnover deliverables—including as-builts, commissioning and test records, compliance certifications, and O&M manuals—are accurate, comprehensive, and delivered per schedule. The Construction Turnover Lead also verifies that all Method of Procedure (MOP) documents, standard operating procedures, and emergency procedures are developed and reviewed for adequacy. This role coordinates vendor-led training for site operations, manages punchlist and deficiency closeout, and facilitates clear communication and documentation throughout the turnover process. By maintaining rigorous standards, the Construction Turnover Lead ensures each increment of data center capacity is safe, secure, fully documented, and ready for smooth operational integration.


Key Responsibilities

Turnover & Operational Readiness

  • Coordinate the phased turnover of data center capacity from construction to operations, ensuring safety, security, and readiness at each stage.
  • Ensure all required documentation (as-builts, O&M manuals, MOPs, test records) is complete, accurate, and delivered on time.
  • Schedule and facilitate vendor-led training for operations teams to support a smooth site handoff.

Quality, Integration & Commissioning Support

  • Oversee quality control processes, site walks, and audits with the developer/GC to confirm work meets Oracle standards and operational requirements.
  • Align and track status of punchlist closure, commissioning outcomes, and milestone acceptances to OCI operational needs.
  • Coordinate with the commissioning team to ensure integration and completeness of turnover packages, even though direct commissioning leadership is handled by others.

Cross-Functional Coordination

  • Serve as a liaison among the construction team, developer, GC, vendors, operations, and internal OCI stakeholders to drive clear communication and issue resolution.
  • Bring forward risks, blockers, or gaps in readiness for timely escalation and mitigation.

Continuous Improvement & Documentation

  • Review, validate, and support refinement of MOPs, SOPs, and operational processes for adequacy ahead of turnover.
  • Capture lessons learned and contribute to process improvements for future turnover and readiness activities.

Additional Responsibilities

  • Turnover Package Coordination:
    Own the assembly, review, and approval of the turnover package, ensuring all documentation, test results, permits, and closeout requirements are met per internal and customer standards before Partial or Final Acceptance.
  • Change Management & Documentation Control:
    Track and manage documentation changes (e.g., design revisions, field changes, RFIs) so the operations team always receives the latest, accurate information for each turnover phase.
  • Operational Acceptance Testing:
    Facilitate or support acceptance testing and walkdowns with operations—ensuring equipment is functional, maintainable, and safe to run before handoff.
  • Capacity Phasing & Impact Communication:
    Develop, communicate, and document phased capacity go-live plans in coordination with operations and planning teams, ensuring all customer/internal users are aware of what is being turned over in each phase.
  • Warranty & Support Transition:
    Ensure all warranty, service, and support contacts are registered and transitioned clearly with operations, so future issues route properly.
  • Deficiency Tracking & Warranty Escalation:
    Track open deficiencies, ensure mitigations are documented, and support warranty claims post-handover.
  • Permitting & Regulatory Closeout:
    Confirm that all required inspections, occupancy/safety permits, and authority sign-offs are completed and included in the handover package.
  • Customer/Stakeholder Readiness Workshops:
    Lead or facilitate readiness meetings with the end customer and all internal/external stakeholders to review operational processes, emergency procedures, and reporting chains.
  • Site Training Matrix & Records:
    Maintain a master training matrix, documenting who has received training on new systems/equipment at each turnover milestone.
  • Post-Turnover Support Coordination:
    Act as a point of contact for a defined post-handover stabilization period to ensure rapid response to any operational “early life” issues.

Qualifications

  • Bachelor’s degree in engineering, construction management, or a related field, or equivalent technical experience, including military service.
  • 3-5+ years overseeing data center or large-scale infrastructure construction, turnover, or commissioning.
  • Strong knowledge of turnover documentation (as-builts, O&M, MOPs), quality standards, and operational readiness requirements.
  • Excellent cross-functional coordination and communication skills working with construction, operations, and vendor teams.
