Join DSU in our partnership with South Dakota’s Department of Health as a Data Modernization Administrator! In this pivotal role, you will drive transformative initiatives to modernize IT systems, enhance data processes, and build workforce capacity across the department. While leading high-impact projects, you will ensure the alignment of department-wide technology with national standards while advancing data-driven decision-making to support public health goals.
As a key member of the leadership team, you will collaborate with internal and external stakeholders and play a vital role in building the technical capacity of the DOH workforce, fostering innovation, and ensuring compliance with national data standards.
NOTE: This position is externally funded and is subject to continual funding.

Qualifications:
- Bachelor’s degree in Public Health, Health Informatics, Information Technology, or a related field (Master’s preferred).
- Experience driving transformative projects in public health IT systems, data modernization, and informatics.
- Proven track record in aligning IT initiatives with organizational goals to advance data-driven decision-making.
- Expertise in managing complex, multi-stakeholder projects, including budgeting, strategic planning, and performance monitoring, to deliver measurable outcomes.
- Experience developing and enforcing data governance policies.
- Strong leadership abilities to guide cross-functional teams and foster partnerships with internal staff, external contractors, and national organizations.
- Exceptional skills in stakeholder communication, translating complex technical concepts into actionable strategies, and managing organizational change effectively.
- Familiarity with public health initiatives, data utilization strategies, and compliance requirements, ensuring alignment with state and national objectives.
- Analytical mindset for addressing evolving challenges in IT modernization, public health data systems, and workforce capacity development.
- Must be authorized to work in the United States. Sponsorship is not available for this position.
Responsibilities:
- Lead the DOH’s Data Modernization Initiative (DMI), driving transformative efforts under the CDC’s Electronic Lab Capacity (ELC) and Public Health Infrastructure Grant (PHIG) funding.
- Lead the IT Steering Committee fostering collaboration across divisions to support interoperable IT solutions and data integration initiatives.
- Support development of data modernization activities for the DOH Strategic Plan, ensuring alignment with state and national public health priorities.
- Lead efforts to enhance interoperability across DOH IT systems.
- Translate the needs of epidemiologists, data analysts, and public health professionals into actionable IT and data requirements for IT strategic action.
- Serve on the leadership team for DOH Data Governance Committee to develop robust policies that align with BIT centralized data governance efforts.
- Manage or support IT modernization projects on key DOH initiatives, ensuring milestones are achieved and outcomes support public health goals.
- Act as a liaison between DOH division to support the coordinated development of IT and informatics projects.
- Represent DOH in national forums, ensuring South Dakota remains informed about and aligned with national data modernization priorities.
- Identify and implement comprehensive IT and data workforce development plans to enhance and sustain the DOH’s technical capacity in IT and informatics.
- Provide technical guidance on RFP and SOW development for IT systems, data collection systems, and data utilization processes
