POSITION SUMMARY:
This is a highly responsible management position within the Information Technology Services Division. The Office of Information Technology Services (ITS) Business Systems Engineering (BSE) Bureau provides a variety of information system-related services to the Florida Department of Law Enforcement (FDLE) and Florida criminal justice agencies that use its information systems. This position will supervise and lead a team within the Content Management section of BSE to accomplish the following goals: Facilitating IT requirement meetings; consulting with customers; providing reliable and progressive information systems solutions; and manage and support the agencies enterprise documents management system and content management system.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Supervising personnel assigned to support the program to include the complete life cycle of each system, application, and software product used by the program. This also includes the effective use of information technology, productivity tools, quality control processes, monitoring and reporting, and resource utilization;
  • Consulting with customers and conducting assessments to determine user needs and to define system requirements;
  • Consulting with internal and external members of FDLE and other government agencies;
  • Assisting in the development of strategic and tactical information resource management plans;
  • Analyzing and resolving problems with production information systems;
  • Conducting research and development in information technology to support the planning and enhancement of FDLE information systems;
  • Alerting management to system-wide problem conditions that will significantly impact on the program’s ability to carry out its mission;
  • Demonstrating the ability to communicate effectively, verbally and in writing; and
  • Working efficiently in a team environment.

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.


MINIMUM QUALIFICATIONS:
  • Two years or more of experience in supervisory role focused on the analysis, design, development, implementation, and management of enterprise software solutions; or
  • Six years or more of professional experience as a developer in computer programming.

NOTE: Data entry, intern (and university) work is excluded from computer programming years.


KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge of industry best practices in Information Systems Development Methodologies (ISDM);
  • Knowledge of project management methodologies;
  • Knowledge of automated tools for problem reporting and tracking;
  • Knowledge of tools for development of electronic help software;
  • Knowledge of MS Project and other MS office software packages;
  • Knowledge of asp.net, MVC, Content Management Systems (CMS);
  • Knowledge of SharePoint management;
  • Knowledge of website and SEO best practices;
  • Knowledge of best practices in software development, enterprise software support, information security, and project management; and
  • Strong project management and organizational skills.

BASE SALARY:
  • $78,795.08

BACKGROUND:
FDLE requires an extensive background process of all recommended applicants. The elements of a background include: financial credit check, criminal history of applicant and applicant’s immediate family or roommates, personal references, employment and education verifications (which includes official transcript(s)), drug screen and fingerprinting. This information will be utilized to make the final hiring decision.

NOTES:
Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
