Job Purpose:

responsible for ensuring the accuracy, integrity, consistency, and regulatory compliance of healthcare data across the organization. The role supports the Data Management Office in implementing data governance frameworks, maintaining high data quality standards, and ensuring compliance with data regulations and healthcare accreditation requirements. This position plays a critical role in enabling data-driven decision-making by ensuring that clinical, operational, and administrative data are reliable, secure, and fit for purpose.

Roles and Responsibilities:

Organizational Accountabilities:

Ensure work is performed based on approved policies, processes, procedures, and instructions

  • Identify opportunities for continuous improvement of systems, processes and practices considering leading practices, cost reduction and productivity improvement
  • Ensure day-to-day activities are properly performed in line with policies and procedures
  • Follow-up on escalated cases/issues of subordinates to ensure they are closed efficiently and in a timely manner.
  • Support the organization’s data governance strategy and compliance with national and healthcare data regulations.
  • Ensure adherence to Saudi Personal Data Protection Law (PDPL), NDMO Data Governance Framework, and MOH data requirements.
  • Promote a culture of data quality, accountability, and ethical data usage across all departments.
  • Collaborate with clinical, quality, IT, and analytics teams to align data quality initiatives with organizational objectives.
  • Support organizational readiness for CBAHI, JCI, and regulatory audits related to data integrity and reporting.


Functional Accountabilities:

Data Quality Management:

  • Define, implement, and monitor data quality standards, rules, and KPIs (accuracy, completeness, consistency, timeliness).
  • Conduct regular data profiling, validation checks, and quality assessments across clinical and operational datasets.
  • Identify data quality issues, perform root cause analysis, and coordinate corrective actions with data owners and stewards.
  • Maintain data quality dashboards and reports to track performance and improvements.
  • Data Governance and Compliance:

Support the implementation of data governance policies, procedures, and standards in alignment with NDMO requirements.

Ensure compliance with PDPL, data classification, data retention, and data sharing policies.

  • Participate in data access reviews, risk assessments, and compliance monitoring activities.
  • Support regulatory and accreditation audits by preparing evidence, reports, and documentation.

• Metadata and Documentation: • Maintain data dictionaries, metadata repositories, and business definitions for key healthcare data elements.

  • Document data lineage, ownership, and data flows across systems.
  • Ensure consistency in data definitions across clinical, financial, and operational reports.
  • Collaboration and Stakeholder Engagement:
  • Work closely with data owners, data stewards, IT, and analytics teams to embed data quality controls into systems and processes.
  • Support training and awareness programs related to data quality, privacy, and compliance.

• Act as a point of contact for data-related quality and compliance inquiries. • Continuous Improvement:

  • Recommend enhancements to data management processes, tools, and controls.
  • Support automation of data quality checks and monitoring through BI or data management platforms.
  • Stay current with regulatory updates, best practices, and emerging trends in healthcare data governance.


Requirements

Job Qualifications and Requirements:

Education and Certifications

Bachelor’s degree in Data Management, Information Systems, Computer Science, Statistics ,or a related field (required)

Skills

Proven expertise in healthcare and government sectors, with strategic planning capabilities.

  • Strong skills in communication, mediation, and conflict resolution.

• Deep understanding of data compliance, regulations, and policies. • Excellent administrative and organizational skills.

  • Good communication skills in Arabic and English (verbal and written).
  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to prepare clear reports, meeting minutes, and maintain accurate records.
