The Data Scientist will support the Department of Homeland Security (DHS) - Immigration & Customs Enforcement (ICE), Enforcement & Removal Operations (ERO), Law Enforcement Systems & Analysis (LESA) division, and be responsible for developing ERO strategies to enhance its business procedures continuously. The Data Scientist provides advanced analytics, data quality monitoring, predictive modeling, and reporting expertise to the U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Law Enforcement Systems and Analysis (LESA) Division. This role supports the STU Unit by developing and validating methodologies, ensuring data integrity, streamlining reporting processes, and enhancing decision-making capabilities across ERO and DHS stakeholders. The Data Scientist also ensures compliance with staffing, onboarding, and reporting requirements while delivering actionable insights to federal leadership.

Clearance Required: Able to obtain ICE 6C/Full Background Investigation (BI) level or higher clearances.
Responsibilities:

Draft and deliver a Transition Plan including:
-
Timeline for FTE staff onboarding
-
Staff resumes with skillset matrices
-
Training timeline for assuming report deliverables
-
Shift schedule for 7 am – 7 pm EST coverage
-
Initial onboarding training plan (due by end of first week of transition)

Provide onboarding training materials for federal staff review by the first week of the transition period
-
Meet bi-weekly with the STU Unit Chief and federal staff to communicate staffing changes, coverage, tasking status, and propose process improvements. Provide written deliverable reports at each meeting

Provide written notice of staffing changes with resumes/skillset matrices at least two weeks prior to onboarding
-
Confirm in writing that new staff have been properly onboarded within two weeks of start date
-
Provide written notice in advance of any major schedule changes impacting 7 am – 7 pm EST coverage; serve as POC for high-priority requests during weekends/holidays as needed

Provide subject matter expertise and participate in methodology and reporting requirements meetings with STU and other stakeholders

Create and maintain methodology documentation, SOPs, user guides, and validation documentation as directed

Gather and draft business requirements to develop or adapt reporting methodologies and business rules

Participate in testing and validation of business rule implementations; provide final training documentation

Conduct Data Quality Monitoring by analyzing datasets to identify patterns, insights, and data quality issues. Provide written recommendations to federal staff

Streamline methodology updates, data queries, and immigration lifecycle variables to improve reporting and forecasting

Report on key performance indicators (KPIs) across the data and visualization enterprise

Promote interoperability of methodologies and products with other LESA and ERO models to enhance reporting and decision-making

Provide all report deliverables in standard formatting, following STU SOPs for creation, documentation, storage, validation, and maintenance

Gather requirements, design, and execute recurring reports from databases of record at prescribed frequencies

Gather requirements, design, and execute reports for federally directed taskings

Conduct daily or as-requested peer reviews of deliverables to support tasking validation

Complete a Weekly Population Report Validation by validating standard populations and filters in systems of record, identifying/reporting data quality issues, and submitting deliverables in writing by 3 pm EST on the first business day of each week

Support ad-hoc activities, requests, model, and tool enhancements, prioritizing and validating requests with LESA stakeholders

Collaborate with the STU Unit Chief and federal staff to determine delivery mechanisms and deadlines
Qualifications:

Minimum 3 years of relevant experience
Preferred Qualifications:

Previous support to federal law enforcement agencies
-
Bachelor’s degree in Data Science, Computer Science, Statistics, Mathematics, or related field
- Proficiency in data science tools and platforms (Python, R, SQL, Tableau, Qlik, ArcGIS, Databricks, Palantir Foundry)
- Demonstrated experience with data quality monitoring, methodology documentation, and reporting
- Strong technical writing and documentation skills (SOPs, user guides, validation documentation)
- Excellent communication and stakeholder engagement skills
