The Data Scientist will support the Department of Homeland Security (DHS) - Immigration & Customs Enforcement (ICE), Enforcement & Removal Operations (ERO), Law Enforcement Systems & Analysis (LESA) division and be responsible for developing ERO strategies to enhance its business procedures continuously. The Data Scientist provides advanced analytics, predictive modeling, and decision support expertise to the U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Law Enforcement Systems and Analysis (LESA) Division. This role supports the development, maintenance, and accreditation of analytical models and decision support tools, enhances forecasting and reporting capabilities, and delivers strategic recommendations to improve operational efficiency across ERO headquarters and field operations. The SME also ensures compliance with staffing coordination requirements and provides subject matter expertise in data science, geospatial analysis, and logistics optimization.

Clearance Required: Able to obtain ICE 6C/Full Background Investigation (BI) level or higher clearances
Responsibilities:

Coordinate routinely with the Unit Chief and federal staff to communicate staffing changes, work schedule coverage, tasking status, and other assigned projects
-
Provide written notification of staffing changes, including resumes and skillset matrices, at least two weeks prior to onboarding
-
Oversee onboarding of new staff and provide written confirmation of completion within two weeks of start date
-
Provide written notice in advance of any major schedule changes impacting normal hours of operation; serve as point of contact for high-priority requests during weekends/holidays as needed

Provide subject matter expertise and actively participate in analytics and reporting requirements meetings with SOA and other stakeholders

Identify gaps and opportunities for LESA decision support tool development, including new data collection, data quality improvement, forecasting methodologies, reporting, and scenario planning

Develop, maintain, and enhance the LESA suite of Discrete Event Simulation (DES) models to capture the Immigration Enforcement and Removal Lifecycle

Evaluate and apply artificial intelligence, data visualization, modeling, and business intelligence platforms (e.g., Python, GitHub, Qlik, Tableau, ArcGIS, Databricks, Palantir Foundry)

Maintain and improve LESA geospatial capabilities and logistics optimization decision support tools

Streamline reporting on key performance indicators (KPIs) across the data and visualization enterprise, promoting interoperability and information sharing among HQ and field stakeholders

Support ad-hoc requests, model/tool enhancements, and perform recurring model maintenance, support, and governance

Prepare models for DHS accreditation, including documentation of design, methodology, requirements, and stakeholder engagement

Evaluate and recommend logistics systems, processes, and tools, including commercial-off-the-shelf solutions, to streamline ERO operations and reporting

Provide business process re-engineering and requirements gathering to support electronic data capture/management systems, process standardization, and change management

Create user guides and standard operating procedures (SOPs); host training for impacted CORs, detention officers, and ERO personnel

Perform change management activities to streamline adoption of tools and techniques, creating process efficiencies within headquarters and the field

Advise ERO leaders on logistics, strategy, policy, and change management recommendations related to ERO structure, roles, responsibilities, and overall management
Qualifications:

Minimum 5 years of relevant experience
Preferred Qualifications:

Previous support to federal law enforcement agencies

Bachelor’s degree in Data Science, Computer Science, Engineering, Mathematics, or related field

Demonstrated expertise in Python, R, or similar programming languages; experience with data visualization and BI tools (Qlik, Tableau, ArcGIS, Databricks, Palantir Foundry)

Experience with discrete event simulation, geospatial analysis, and logistics optimization

Strong technical writing, documentation, and training development skills

Familiarity with DHS/ICE operations, acquisition, and reporting processes

Excellent communication and stakeholder engagement abilities
