Data Systems Analyst

Performs advanced-level technical and analytical work in the administration and coordination of business systems, operations, data analysis, and system support for the department. Employees in this class may work as a cross-functional team member to understand, supply and analyze mission-critical data, applications, and programs. Duties may include preparation and administration of data and reports, system support and maintenance, training, and special projects. Duties include a range of tasks supporting the department’s system applications and data. Work requires the exercise of considerable independent judgment and an ability to identify and resolve major application and data problems.

Serves as a liaison between vendors, hospital systems, Local, County, and State agencies to support coordinated operations and information exchange. The position requires creative, analytical, and original thinking, and work is performed under the general direction of senior professionals with considerable latitude for independent and team initiative, judgment, and discretion. This role involves collaborating with customers and stakeholders to assess software needs, maintain reliable system operations, and implement solutions that align with operational and organizational objectives.

This position Business Systems Analyst 1 (Data Systems Analyst) position is located at: Safety & Emergency Services Department, 12490 Ulmerton Road, Largo, FL 33774.

MUST PASS AND MAINTAIN A LEVEL 2 CJIS BACKGROUND

What Will You Do

  • Primary liaison to system stakeholders; hospital systems, Local, County, and State agencies providing analytics reporting instruction, development, and guidance.

  • Perform data analysis, legal, and process research across multiple applications to support system upgrades, maintenance, and troubleshoot system abnormalities.

  • Perform systems research, logic designs and programming; prepare systems flow diagrams; develop record layouts; designs forms and specifications; develops systems procedures; prepares computer programs; designs systems enhancements.

  • Coordinate and participate in problem resolution, particularly when the problem involves mission-critical areas.

  • Prepare and justify recommendations to current system enhancements and procedures or change implementation plan for new systems.

  • Provide technical support for various software applications and act as an administrator to train users and resolve issues.

  • Create reports, compile data, and build visuals to convey operational and system information.

  • Assist in reviewing, maintaining, and updating applications and web pages.

  • Develop training opportunities and programs related to the systems.

  • Support special projects and research on administrative matters for management.

  • Perform other related duties as assigned.

What Do You Need

Experience: Technical and professional experience in information technology in the assigned subject matter tasks that include customer service and one (1) year of team leadership or supervision in the assigned subject matter tasks.

Education: Information Technology, Computer Science, Computer Technology, or related field.

  • 6+ years of experience as described above; or

  • Associate’s degree and 4+ years of experience as described above; or

  • Bachelor’s degree and 2+ years of experience as described above; or

  • An equivalent combination of education, training, and/or experience.

  • Valid Florida Driver’s License at time of hire.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Knowledge of Police, Fire, or Emergency Medical Services (EMS) operations.

  • Experience working with analytics software (Excel, PowerBI, Crystal Reports, MSSQL).

  • Knowledge of NEMSIS (National Emergency Medical Services Information System), EMSTARS (Emergency Medical Services Tracking and Reporting System), and NERIS (National Emergency Response Information System).

  • Highly proficient in the use of computerized office equipment and programs (e.g., Office 365 to include Power Platform, MS Windows, Adobe products).

  • Knowledge of DAX, SQL, Python, or any data program languages.

  • Knowledge of county or local government operations and services.

  • Candidate may be required to demonstrate competence and/or possess certifications in one or more specific functions.

  • Ability to understand and follow specific instructions, priorities, policies and procedures. Ability to identify, to take ownership of, and to troubleshoot and solve major problems.

Physical/Mental Demands

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.
  • Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.
  • Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.
  • Mental acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
