Job Title: Database Administrator

Position Type: Full Time, Hourly

Reports to: IT Supervisor

Work Schedule: 7:30 AM to 4:30 PM, Monday through Friday with overtime as needed.

Summary/Objective

To ensure the reliable performance, security, and integrity of the District's on-premises and cloud database systems.

To administer, monitor, and optimize databases supporting enterprise applications including Customer Information System (CIS), ESRI GIS, Automated Meter Reading (AMI), Sage 100 accounting, SCADA, HRMS, and other platforms.

To design and maintain integrations, APIs, and data pipelines that allow staff to access accurate and timely information for operations and decision-making.

  • Install, configure, administer, and maintain SQL Server and other database systems.
  • Monitor performance and conduct tuning to ensure high availability and reliability of enterprise data systems.
  • Implement and manage database security, user access, backups, and disaster recovery strategies.
  • Develop and maintain APIs, ETL (Extract, Transform, Load) workflows, and integrations to connect enterprise systems and deliver data across platforms.
  • Provide staff with secure and reliable access to data through exports, reports, and dashboards.
  • Collaborate with the Enterprise Systems Analyst, GIS Analysts, and IT staff to ensure system interoperability and accurate data exchange.
  • Establish and document database standards, validation processes, and governance practices.
  • Provide Tier 2/3 support for database-related application issues.
  • Assist IT leadership in planning database roadmaps, upgrades, and potential migrations to cloud platforms.
  • Works according to safety standards and polices adopted by Warren County Water District, is responsible for his or her own safety, and reports all incidents to his or her supervisor.
  • Complies with all local traffic laws, regulations, and safe practices while operating any company vehicle.
  • Perform related duties as assigned.
Competencies

  • Strong understanding of relational database principles, query optimization, and SQL development.
  • Knowledge of database and API security best practices.
  • Proficiency with Microsoft SQL Server and familiarity with T-SQL.
  • Knowledge of enterprise data governance and reporting concepts.
  • Strong analytical and problem-solving skills with attention to detail.
  • Ability to troubleshoot complex database and integration issues.
  • Effective communication with both technical staff and non-technical users.
  • Strong documentation, organization, and process management skills.
  • Ability to collaborate effectively in a team-oriented environment.
  • Strong interpersonal skills to work effectively with IT teams and internal users.
  • Apply confidentiality to all areas of sensitive employee and customer information.
  • Excellent verbal and written communication skills.
Work environment

  • Primarily office-based with occasional field visits as needed.
  • Must be available for after-hours work to support database maintenance or resolve critical issues.
Education and experience

  • Bachelor's degree in Information Technology, Computer Science, Data Analytics, or related field, or equivalent professional experience.
  • Minimum 3 years of experience as a database administrator or related role.
  • Demonstrated experience with Microsoft SQL Server required.
  • Experience with database performance tuning, maintenance, and disaster recovery.
  • Familiarity with API integration, ETL (Extract, Transform, Load) processes, and data pipeline development.
  • Experience supporting enterprise applications such as CIS, GIS, ERP, HRMS, SCADA or AMI systems is desirable.
Additional eligibility requirements

  • Must possess and maintain a valid driver's license.
  • Must be willing to obtain First Aid/CPR certification upon employment.
