The Database Analyst performs data analysis and database administration duties, including developing and maintaining reports, queries, stored procedures, and data validation tools. This role supports the generation of Department of Revenue (DOR) custom reports, while assisting with database maintenance, performance monitoring, and data integrity.

In this role, you will perform complex and advanced tasks related to report development, report writing, and SQL query design. You will conduct advanced analytical work, collecting, organizing, and evaluating data to support informed decision-making, while collaborating closely with the management team.

Responsibilities also include performing database administration duties such as monitoring, routine maintenance, supporting performance tuning, and ensuring data integrity and security.

You will lead and participate in departmental projects, including data analysis, report production, database maintenance, and system implementation—often serving in a coordination or support capacity. Additionally, you will assist with database updates, backups, and troubleshooting to maintain system reliability.

This position requires regular in-office attendance (Bartow, Florida) and is not a remote role. A limited hybrid option (one or two days a week) may be available after successful completion of a six-month training period.

Essential Duties and Responsibilities

1. Develop, maintain, and optimize SQL queries, stored procedures, functions, and database structures to support Property Appraiser operations, including Department of Revenue (DOR) compliance and reporting requirements.

2. Design, develop, generate, and validate standard, ad hoc, and custom reports using tools such as SQL Server Reporting Services (SSRS), Crystal Reports, Power BI, and Python, as applicable.

3. Analyze Computer Assisted Mass Appraisal (CAMA) system and property appraisal data to identify discrepancies, trends, and data quality issues impacting tax roll accuracy, property valuations, and exemptions.

4. Ensure data accuracy, integrity, and consistency through validation, auditing, and quality control processes.

5. Perform database administration functions, including monitoring database performance, system availability, and storage utilization for CAMA and related systems.

6. Assist with database maintenance tasks including backups, restores, indexing, patching, and routine system updates to ensure reliability and compliance with government standards.

7. Manage and maintain user access, roles, and permissions in accordance with government policies, security standards, and audit requirements, applying the principle of least privilege.

8. Support tax roll preparation and certification processes by verifying data accuracy and assisting with statutory reporting deadlines.

9. Troubleshoot and resolve data, reporting, and system issues related to CAMA applications, database performance, and data discrepancies.

6. Collaborate with appraisal staff, IT personnel, and management to support data requests, reporting needs, workflow improvements, and system enhancements.

7. Participate in the implementation, maintenance, and testing of CAMA system upgrades, integrations, and data conversions.

8. Maintain and support in-house data verification processes using T-SQL, SSIS, and SSRS to identify and correct data entry errors.

9. Write complex SQL queries to identify data quality issues, support data cleanup efforts, and generate custom reports for departmental requests.

10. Optimize reports, queries, and database objects for performance, efficiency, and reusability.

11. Ensure all reports and electronic documents comply with ADA accessibility standards (WCAG 2.1 or current applicable guidelines).

12. Document database processes, reporting procedures, coding standards, and data structures to ensure compliance, audit readiness, and operational continuity.

13. Follow established coding standards and software engineering best practices, ensuring clear, consistent, and well-documented code.

14. Assist in responding to internal and external audit requests by providing data extracts, reports, and supporting documentation.

15. Stay current with applicable state regulations, Department of Revenue (DOR) guidelines, and best practices related to property appraisal systems and database management.

16. Complete required training related to SQL development, reporting tools, CAMA systems, and database administration as directed by management.

17. May be required to drive or arrange transportation to off-site work locations, training, or meetings.

18. This position has no supervisory responsibilities and does not oversee other employees.

19. Perform other related duties as assigned by the Director.

Education and/or Work Experience

Education: Graduation from an accredited four-year college or university with major coursework in Computer Science or a closely related field – AND –

Experience: Minimum of three (3) years of experience writing and maintaining T-SQL queries, Crystal Reports (2011 or later), and Microsoft SQL Server Reporting Services (SSRS) reports. Experience in database administration duties is also required, including basic database maintenance, monitoring, backups, and support of SQL Server environments. Knowledge of Power BI and Python is desirable.

Seven (7) years of progressively responsible experience writing and maintaining T-SQL queries, Crystal Reports (2011 or later), SSRS reports, and performing database administration functions such as database maintenance, performance monitoring, and support of SQL Server environments. Knowledge of Power BI and Python is desirable.

Each year of post-secondary education may be substituted by one (1) year of required work experience.

Certificates, Licenses, Registrations

To operate a Polk County vehicle and/or personal vehicle for county business, the employee must possess and maintain a valid Florida Driver License.
